ASSISTANT TITLE RECORDING OFFICER
GENERAL DEFINITION
This is administrative and supervisory work directing the recording and indexing of legal instruments involving real property transactions in the City. The employee in this class assists the Title Recording Officer in determining acceptability of complex legal instruments for recording and supervises the overall recording and indexing functions of the division.
Work includes assisting in interpreting realty transfer tax regulations for the City and State and in preparing the division's annual budget proposal and production activity reports. The employee in this class, through subordinate supervisors, directs staff engaged in performing registry drafting, mapping and realty transfer functions of the division. Directing staff engaged in registry drafting, mapping and realty transfer tax functions of the division is the significant aspect of the work. Work is performed under the general supervision of the Title Recording
Officer.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The position must assist the Title Recording Officer in determining acceptability of complex legal instruments for recording and supervise the overall recording and indexing functions of the division.
- The position must assist in interpreting realty transfer tax regulations for the City and State and in preparing the division's annual budget proposal and production activity reports, and direct staff engaged in registry drafting, mapping and realty transfer functions of the division.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Assigns and reviews the work activities of a large staff of technical and clerical personnel engaged in the receipt, recording, examination, indexing, and maintenance and public referencing of a variety of legal instruments such as deeds, mortgages, releases on satisfaction of mortgages, corporation charters and commissions or notaries; instructs staff in the proper document recording and indexing practices and procedures; ascertains that a steady flow of work is maintained throughout the various units and that deadlines are met in the processing of documents; supervises the filing of documents under the provisions
of the Uniform Commercial Code.
- Directs the maintenance of title registry maps indicating property lines of all real estates within the City; implements changes subsequent to approval; supervises staff in the examination of realty transfer documents; determines that appropriate amount of local and state tax stamps have been affixed; resolves problems regarding the recording of documents and the amount of realty transfer taxes due; recommends practices and procedures to improve work flow and efficiency; serves as a member of the Records Control Group (RCG), implementing integrated document recording, mapping, charging and realty transfer tax accounting systems to improve efficiency.
- Confers with attorneys, insurance company title officers, real estate officials, and the general public on issues pertaining to realty transfer taxes; prepares correspondence, explaining recording laws and regulations.
- Assists in preparing the division's annual operating budget proposal and production activity reports; prepares periodic reports indicating total number of documents received, recorded, rejected,
indexed and filed.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the City and State statutes, laws and regulations governing the acceptability of legal instruments and documents for recording.
- the city and state realty transfer tax requirements.
- the principles, practices, and procedures involved in document recording work.
- computer and software applications used in recording, indexing and maintenance of legal documents.
- supervisory methods and techniques.
ABILITY TO:
- interpret City and State statutes, laws and regulations governing real property transactions in the City.
- instruct a large staff in the proper recording and indexing practices and procedures.
- express ideas effectively, both orally and in writing.
- understand and follow complex oral and written instructions.
- establish and maintain effective working relationships with associates, the general public, and City and State agencies involved with real property transactions in the City.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statements represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/97.)
EDUCATION:
- Completion of a bachelor's degree program at an accredited college or university.
AND
GENERAL EXPERIENCE:
- One year of experience in the evaluation of real property transaction for the application of realty transfer taxes and conveyancing, recording or title searching.
AND
SPECIFIC EXPERIENCE:
- Two years of title registration supervisory experience in the evaluation of real property transactions for the application of realty transfer taxes and either conveyancing, recording, or title searching.
Or any equivalent combination of training and experience determined to be acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
