REAL PROPERTY EVALUATOR 1
GENERAL DEFINITION
This is advanced training level real property appraisal, assessment and analysis work in an assigned area of the City. Employees in this class participate in a second level training program to learn a variety of recognized appraisal approaches, methods and techniques used to estimate the fair market value of properties, statistical techniques for equity analyses via personal computers and also learn how to apply the applicable accepted appraisal standards and state laws. Work assignments expand in complexity and scope as the employee gains experience. The employee works under the supervision of a Real Property Evaluation Supervisor.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The position must work in the Board of Revision of Taxes.
- The position must learn a variety of recognized appraisal approaches used to estimate the fair market value of property and maintain equity.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Learns the principles and practices used in analyzing sales-market value relationships and construction permits obtained from the Licenses and Inspections Department to determine the need for property reassessment; accompanies a higher level evaluator on field inspections to inspect real property and interview property owners or their representatives, real estate brokers, property managers, and builders to obtain evaluation data and neighborhood spatial determinants; learns to interpret deeds concerning subdivisions and consolidations for new property lines or learn how to analyze properties and determine eligibility of properties that may be considered exempt from real estate taxes under state statutes and city ordinances.
- Receives training in appraising the fair market value of commercial, apartment, hotels-motel, industrial, residential, vacant land, institutional and other properties by use of appraisal approaches; learns the generally acceptable appraisal and assessment techniques/data collection, such as price per square foot, conditions of sale, financing market trend, location, physical, functional, external and legal characteristics; learns to use the income capitalization approach by applying the principles and practices of analyzing operating statements, determining the differences between contract and market rents, stabilizing vacancy and collection losses and operating expenses.
- Learns how to establish the appropriate capitalization rate using mathematical techniques and/or computerized appraisal systems, and applying capitalization rate to net income to determine value; learns to use the cost approach by investigating current labor and material costs and to estimate the reproduction or replacement costs of structures by various compilation methods, estimating loss in value due to physical deterioration, functional obsolescence and external obsolescence.
- Accompanies higher level evaluators to meetings with taxpayers and/or their representatives to discuss property's market value and assessment and the approaches, methods and techniques used in deriving assessments. Assists higher level evaluators in preparing written reports on appealed assessments and exemptions.
- Attends in-service training sessions; attends training sessions with all evaluators in learning new appraisal and assessment techniques.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/96.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university.
AND
EXPERIENCE
- One year of training level experience learning to appraise and assess real property.
OR
Any equivalent combination of acceptable education and experience determined to be acceptable by the Personnel Department.
NOTE:
PROMOTIONAL EXAMINATION ONLY
Experience as a Real Property Evaluation Technician with the Board of Revision of Taxes may be substituted for all or part of the above training and experience. Five years of such experience will meet all the requirements.
NOTE:
Possession of professional designation certificate conferred by Pennsylvania State Board of Certified Real Estate Appraisers can replace two years of the required education.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Real Property Evaluator 1.
