AIRPORT MAINTENANCE MANAGER

This is management work directing, through subordinate supervisors, a large and diversified maintenance program consisting of facilities maintenance and technical systems maintenance services for the City's Dual-Airport system. The employee in this class directs facilities maintenance activities including building maintenance, custodial services, and pavements and grounds maintenance and assumes overall responsibility for directing technical trades services including electrical, electronic, and HVAC/Utility maintenance activities. Work also includes managing small maintenance repair projects, maintenance contracts management, computerized work order and reporting system, and serving in special task force functions requiring multi-disciplinary participation. This class is differentiated from other classes by the responsibility for several, diversified maintenance services at Philadelphia International Airport and Philadelphia Northeast Airport. Communication with other airport administrators, airline officials and the public is of major significance to the work. Work is performed under the direction of the Deputy Director of Operations and Maintenance.

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

• The position must direct, through subordinate supervisors, both facilities maintenance services which include building maintenance, custodial and pavement and grounds maintenance; and technical systems maintenance services which include electrical, electronic, HVAC/Utility activities for the City's municipal airport complex.

• Plans, organizes and directs, through subordinate supervisors, the work of a large staff of employees engaged in maintenance and repair activities for either facility services such as building maintenance, custodial services, and pavement and grounds work, and technical systems maintenance services such as electrical, electronic, and HVAC/Utility services for the City's municipal airport complex; assigns areas of responsibility and specific projects to subordinate supervisors; establishes efficiency standards; establishes goals and objectives; conducts inspection tours of the work sites to ascertain that established standards of maintenance are being followed.
• Recommends modifications of existing plant and equipment facilities; prepares rough layouts, plans and specifications, and cost estimates of proposed modifications and construction projects; consults with architects and engineers to ascertain that functional requirements are effectively incorporated into the plans and specifications to minimize airport disruption during construction or renovation; refers discrepancies to the attention of architects and engineers.
• Studies plans for the development of new and expanded aviation facilities to determine their effect on the various airport maintenance programs, and formulates proposals to effect organizational changes designed to maintain levels of efficiency and service throughout the airport system; confers with engineering and operations administrators and other airport officials to define future needs and to schedule the implementation of changes in maintenance procedures; participates in developing budget estimates for airport maintenance expenditures and evaluates performance in relationship to such plans.
• Prepares preventive, standard and emergency maintenance procedures; studies and evaluates new maintenance procedures, techniques, and equipment for possible implementation; attends and participates in conferences; keeps abreast of new federal and state regulations affecting the maintenance of airports; confers with federal and state officials regarding the maintenance of a municipal airport complex.
• Confers with representatives of airlines, concessionaires, and other persons using airport facilities to determine timing of maintenance and repair activities of tenant occupied space and extent of City's responsibility for such work.
• Prepares operating budget proposal for area of maintenance responsibility; approves requisitions and maintains work and vacation schedules; directs contracted maintenance services; maintains a rapport with union representatives and participates in the resolution of labor problems; participates at airport staff meetings; makes recommendations to establish policies affecting maintenance activities.
• Directs operations of the airport's snow removal program; coordinates activities with operations personnel to determine priorities during snow removal operations.
• Directs the scheduling and coordinating of maintenance and repair activities with the objective of achieving the most effective and efficient utilization of manpower, time, materials, tools and equipment.
• Performs related work as required.

KNOWLEDGE OF:

• principles, practices, techniques and equipment utilized in maintenance of large, heavily trafficked airport installations
• practices and techniques involved in implementing a program of building maintenance and repair
• current management and administrative principles related to large maintenance organizations
• the operations and maintenance of major air conditioning, heating, mechanical and electrical systems
• the occupational hazards and safety precautions involved in airport maintenance
• preventive maintenance programs required for large buildings, pavements and grounds and the varied types of maintenance equipment used in such work
• the principles and techniques used in scheduling work, assigning priorities, estimating size and composition of staff and calculating costs of staff time, equipment and materials for a large maintenance program
• snow removal and ice control practices and procedures as they relate to large, heavily trafficked installations
• the engineering components of construction, equipment and maintenance relevant to a large airport

• consult with and advise architects, engineers and contractors on the construction and repair of airport buildings, grounds and pavements, and related facilities

EDUCATION

• Completion of a bachelor's degree program at an accredited college or university, with major course work in aviation or business management, engineering or engineering technology.
AND


GENERAL EXPERIENCE

• Four years of experience in operations, engineering or maintenance of a large airport installation or industrial complex.
AND


SPECIFIC EXPERIENCE

• Four years of experience managing, through subordinate supervisors, operations, engineering or maintenance and repair activities at a large hub airport, OR Four years of project management work directing the implementation of engineering design and construction phases of the City's airport public works projects.

OR

Any equivalent combination of education and experience determined to be acceptable by the Personnel Department, that has included completion of an associate’s degree program in the areas mentioned above as an educational minimum and the specific experience.

PHYSICAL AND MEDICAL REQUIREMENTS

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

• Possession of a license issued by the American Association of Airport Executives OR Registration as a Professional Engineer with the Pennsylvania State Registration Board for Professional Engineers within one year of appointment as Airport Maintenance Manager.
