AIRPORT PROPERTIES SPECIALIST I
GENERAL DEFINITION
This is airport property management work of limited scope and difficulty conducting
research, analysis, and surveys to facilitate the preparation of leases, contracts and specifications
for the rental of property and the award of concessions at the City's airport facilities.
Employees in this class prepare documents required for the renewal of existing agreements and
assist higher level airport properties specialists in negotiating and processing new leases and
contracts. Assignments expand in complexity as employees progress toward the full performance
level. Contact with airport tenants and concessionaires is a significant aspect of the work.
Work is performed under the supervision of the Airport Properties Manager.
ALLOCATING FACTORS:
(The following conditions must be met for a position to be approved for this class.)
- Employees in this class must work in the Airport Properties Unit of the Division of Aviation.
- Employees in this class must conduct research, analysis and surveys related to the preparation of leases, contracts and specifications.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- Learns the principles and practices of lease, contract and specification preparation;
conducts research, analysis, and surveys required to facilitate the preparation of agreements with
tenants and concessionaires; prepares documents required to renew existing leases.
- Conducts field inspections of airport facilities to gather information on space available
for rent; participates in surveys conducted to identify revenue generating sources.
- Periodically tours airport facilities to determine tenant compliance with existing
agreements; informs superiors of non-compliance.
- Accompanies higher level properties specialists to meetings with tenants concessionaires
and airport officials to discuss terms of proposed agreements; assists higher level properties
specialists in preparing leases, contracts and specifications.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles of administration.
- the form and content of leases and contracts as they relate to lease or rental of facilities
and concessions at a large hub airport.
- the sources of information and methods involved in analyzing the economic justification
for specific leases, contracts and/or proposed concessions at a large hub airport.
- common legal concepts and terms used in property management.
ABILITY TO:
- learn the principles, practices and techniques used in preparing leases and contracts.
- learn the principles and practices of space allocation.
- learn the principles and practices of real estate applicable to facility rental and leasing.
- present ideas effectively, both orally and in writing.
- establish and maintain effective working relationships with airport tenants, concessionaires and associates.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 7/91.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university.
AND
GENERAL EXPERIENCE
- One year of trainee level administrative experience in airport property management work.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department which includes completion of a bachelor's degree as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
