MANAGEMENT TRAINEE

GENERAL DEFINITION
This is government administration work at the trainee level. Employees in this class learn the principles, practices and techniques required to perform management-level work of an assigned City department in a particular specialty area. Employees are selected and assigned based on the educational requirements for the specific position. Employees in this class complete a training program that includes assignment to various duties, attending training sessions, participating in projects and other tasks designed to familiarize them with the operations of city government. Assignments vary in nature and increase in difficulty as the employee gains experience. Work is performed under the direction of a higher level manager.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- Employees work and train in a program with the intent of becoming proficient in an occupational profession.
- Employees found unsatisfactory to promote or otherwise progress within their specialty series will be dropped from the program and separated from City employment.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
PARTICIPATES IN AN ADMINISTRATIVE TRAINING PRGRAM THAT INCLUDES, BUT IS NOT LIMITED TO:
- Rotation between at least four separate assignments in the first two years of employment.
- Assignments of approximately one week duration to central agencies to learn the operations of those agencies and their interaction with the employee's assigned department.
- Regular evaluations of progress and review of progress with managers.
- Attending lectures by guest speakers; participation in group discussion.
- Reading textbooks, manuals, instructions, and regulations, to develop relevant knowledges, skills and abilities.
- Learning the structure and functions of the assigned department and Philadelphia City government.
- Performs a variety of assignments designed to develop proficiency in a professional occupation within an assigned department; studies structure and operating practices and procedures of municipal programs; studies city ordinances, civil service regulations, departmental directives, pertinent state and federal laws and regulations to develop understanding of their effect on departmental operations and programs; observes and assists departmental administrators in the performance of a variety of projects and tasks.
- Participates in studies to evaluate the effectiveness of existing programs and services; prepares comprehensive reports on conditions found and recommends areas and methods of improvement; discusses and presents findings at group and individual meetings; participates in the preparation of amendments to departmental policies and procedures; obtains and analyzes statistical data; prepares correspondence for superiors; writes a variety of narrative reports.
- Retrieves information and prepares a variety of reports using computers and various research techniques.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- principles, theories and techniques of the designated academic discipline
- principles, practices and techniques required to write narrative reports
- English usage and grammar
- uses and applications of personal computers and current standard software packages used for word processing, data base manipulation and preparation of spreadsheets as required by job assignment
- application of basic statistics
ABILITY TO:
- learn and apply the principles, practices and standards required in the department and occupation to which assigned
- collect and compile and present data to perform analysis and recommend solutions and courses of action
- write a variety of narrative reports
- interpret civil service regulations, contracts, laws, ordinances, regulations and procedures as required by assignment
- present ideas effectively, both orally and in writing
- establish and maintain effective working relationships and to resolve differences with a wide variety of people and groups
- understand and follow oral and written instructions
- use computers and standard software for word processing, data base management and preparation of reports appropriate to the area of specialization
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/02.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university with major course work in an academic discipline appropriate to the job assignment.
Finance and Budget Specialty
Major course work in Finance, Economics, Accounting, or a related area
Health Administration Specialty
Major course work in Public Health or Hospital Administration, or a related area.
Management Analysis, Operations Management Specialty
Major course work in Management, Management Operations, Business Administration, Management Science, Operations Research, or a related area.
General Specialty
Major course work in Any Major
Personnel Specialty
Major course work in Human Resources Administration, Industrial Relations, Personnel Administration, Industrial Psychology, Tests and Measurement, or a related area.
Urban/Environmental Planning Specialty
Major course work in Urban Studies, City Planning, Environmental Studies, Environmental Science, Environmental Health
All Specialties Specialty
Major course work in Government Administration, Public Administration, or a related area.
OR
Completion of any bachelor's degree program including coursework determined by the Personnel Department to be equivalent to the specified coursework.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
