OCCUPATIONAL SAFETY ADMINISTRATOR II
GENERAL DEFINITION
This is administrative occupational safety management work developing, modifying, implementing
and directing a comprehensive occupational safety program for a large operating department. An
employee in this class supervises subordinate technical staff, and develops and implements departmental
occupational safety programs, policies and procedures. The type of occupational safety program
components established and emphasized in each department may vary, but the work must include
responsibility for the management of state mandated compliance and training programs, a workers
compensation program for employee injury and disability claims, and the inspection, investigation and
analyses of department facilities for compliance to occupational safety standards, polices and procedures.
This class is differentiated from the lower level class in this series by the complexity, size and
comprehensiveness of the occupational safety program and the diversity and number of department
operational processes and functions, which includes a large diversified automotive fleet operation. Work
is performed under the supervision of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The position must be responsible for directing a comprehensive occupational safety
program for an operating department with complex and diversified operations and
processes, such as diversified automotive fleet operation, or managing multiple use high
rise office buildings or providing direct services to the public.
- The position must be responsible for government mandated compliance and training
programs; a workers' compensation claims program; and the periodic safety inspection
of departmental facilities for occupational hazards and safety compliance.
- Only one position can be allocated to each department.
- The position must be responsible for supervision of subordinate personnel engaged in
some aspect of the department's occupational safety program.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Occupational Safety program components established and emphasized may vary in each
department.
- Administers, modifies and implements directly, or through others, a comprehensive departmental
occupational safety and health program; analyzes occupational safety policies, practices and procedures
to minimize environmental, occupational and working condition hazards and accidents; administers
departmental boards that assess causes and preventability of motor vehicle accidents; makes
recommendations to eliminate accident causes and occupational hazards; meets with appropriate officials
to analyze, develop, implement and promote safety policies, practices and procedures; directs state
mandated compliance programs designed to control environmental work hazards, such as the workers
Right to Know, and asbestos and Polchlorinated Biphenyis (PCB) removal.
- Supervises directly, or through others, the analysis, investigation and/or inspection of department
facilities, equipment and operation processes for compliance to governmental occupational safety
standards, policies and practices; analyzes work environment and processes for occupational safety and/or
health hazards, for effectiveness of protective equipment, for safety effectiveness of storage procedures,
and adequacy of fire prevention and protection measures; discusses occupational safety deficiencies and
corrective measures with the appropriate professional, supervisory, managerial and technical officials;
recommends modifications of work environment and/or tasks to eliminate hazardous conditions.
- Administers a departmental safety training program; may instruct and make presentations to
department officials, supervisors and employees in occupational safety and accident prevention principles,
practices and procedures; represents the department at occupational safety groups meetings, seminars, and
safety committee meetings; prepares and distributes safety education and information materials.
- Administers the department's disability and worker's compensation claim activities; investigates
employee injury claims alleged to be service-connected to determine nature, extent, cause, existence of
negligence, and circumstances surrounding the injury; makes recommendations on the disposition and
validity of employee's disability claim; serves on department's review panel that recommends appropriate
action on disability claim; recommends appropriate corrective, preventive or disciplinary measures;
prepares material for and represents the department at the appropriate administrative, legal or union
hearings; testifies as required; coordinates with multi-treatment occupational service hospitals and
rehabilitation specialists to monitor treatment given to injured employees.
- May prepare specifications and review proposals for safety consultant services; discusses contract
provisions with consultants; monitors for contract compliance; recommends whether to pay for consultant
services.
- Prepares a variety of manuals and statistical reports on department occupational safety and health
conditions, impact of corrective measures implemented and accident characteristics; analyzes data for
accident trends in specific environmental physical or occupational areas; reviews research and statistical
studies and publications to keep abreast of current occupational safety and health policies and practices.
In the Department of Public Property:
- Serves as fire safety emergency coordinator for high-rise multi-occupant municipal buildings;
develops fire control and evacuation procedures for municipal high-rise buildings and underground
thoroughfares; operates computer fire panel and public address system to conduct fire drills and in event
a fire emergencies; recruits and trains fire captains and wardens in proper safety procedures related to
high-rise fire emergencies; inspects buildings and facilities for fire code violations, develops plans to
comply with fire code regulations; monitors contractor's performance involved in completing compliance
work; initiates and coordinates fire, bomb-scare, and power blackout plans;
- Instructs security personnel to providing services in high-rise buildings in departmental and/or
building security policies and procedures; monitors performance of security personnel related to fire
emergencies.
In the Water Department:
- Directs an injury case surveillance program, through a technical subordinate staff, to investigate
claimants who are suspected of filing fraudulent injury claims; reviews recommendations regarding
employees, such as disciplinary action and/or cessation of disability benefits.
- Monitors mandated OSHA Industrial Hygiene Programs developed for laboratories and water and
wastewater treatment facilities; identifies units for each program; monitors performance of contracted
specialists and consultants; coordinates a base line medical program with contracted specialists to ensure
Water Department employees exposed to chemical and biological hazards are protected against such
hazards.

- the government mandated and generally established occupational safety health standards,
codes, and regulations and legislation.
- the motor vehicle code of the Commonwealth of Pennsylvania as it applies to the
operations of a diversified automotive fleet.
- the worker's compensation laws of the Commonwealth of Pennsylvania.
- supervisory principles and practices.
ABILITY TO:
- direct and administer a comprehensive occupational safety and health program in a city
department.
- plan, assign, review and evaluate the activities of a staff of technical, professional security and/or
clerical employees directly or through subordinates.
- analyze environmental conditions and operational practices and methods and to
recommend measures to insure occupational safety.
- prepare and present effectively comprehensive oral and written reports.
- enlist the cooperation of departmental officials to effect sound occupational safety
practices.
- to instruct and monitor the activities of contracted security personnel regarding building
security policies and procedures.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the
minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 4/90.)
1. Education
- Completion of a bachelor's degree program at an accredited college or university.
and
2. General Experience
- Three years of personnel administration or industrial engineering experience, one year of which
has involved investigating, analyzing and evaluating program practices, operational or industrial processes
and employee injuries as they relate to industrial safety.
and
3. Specific Experience
- One year of safety administration experience which has been directing an occupational safety
program in a large private firm or government agency.
OR
Any equivalent combination of education and experience determined to be acceptable by the
Personnel Department which has included the specific experience and a bachelor's degree as an
educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license issued by the Commonwealth
of Pennsylvania prior to and during tenure of employment as an Occupational Safety Administrator II.
