SANITATION PROGRAM COORDINATOR
GENERAL DEFINITION
This is administrative analysis work coordinating the development and implementation of management
systems and methods for municipal refuse collection and disposal operations. The employee in this class serves as
staff assistant to the deputy streets commissioner for sanitation with responsibility for devising and modifying
policies and procedures for more effective sanitation activities. Contacts with City officials and private contractors
are significant aspects of the work. Work is performed under the direction of the deputy streets commissioner.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

Confers with and coordinates the activities of administrative, engineering and operating personnel in order
to effectively utilize manpower, facilities and equipment in municipal refuse collection and disposal activities;
analyzes existing sanitation operations to develop plans to redistribute personnel and equipment to achieve more
efficient sanitation operations; confers with and advises the chief sanitation engineer, the sanitation operations
administrator and the sanitation fleet manager in formulating programs which will implement new management
techniques and procedures; researches methods used in other jurisdictions and examines the suitability and
practicality of adopting or modifying current sanitation practices to incorporate these new techniques.
- Prepares the operating budget for the division; justifies new and expanded programs; allocates budgeted
resources on a priority basis; participates with engineering and other administrative personnel in determining
priorities for capital construction of refuse disposal facilities; prepares program proposals for federal funding to
provide additional personnel for cleaning and collection activities, to provide funds for training programs, and to
employ the disadvantaged.
- Investigates and obtains landfill contract possibilities; initiates negotiations for contractual landfill disposal
facilities; negotiates costs with owners of landfill sites and prepares preliminary drafts of contracts; resolves
dumping problems with owners to avoid delays in disposing of incinerator residue or solid waste material; supervises
subordinate responsible for handling problems occurring between landfill contracts and the department; authorizes
payments to vendors for disposal of refuse at landfill facilities.
- Analyzes sanitation operations with a view towards increasing efficiency; streamlines information flow and
develops new systems to provide management data and reports; reviews manpower and equipment levels to
determine appropriate levels needed to increase services.
- Directs through a subordinate the operation of the Sanitation Management Information System; ensures the
timeliness and accuracy of data inputs and outputs; analyzes existing systems in order to determine if it can be
changed and the total effect of changes to the system.
- Reviews existing data reporting systems and develops plans for the maximum utilization of such information
for operational purposes; supervises the revision of reporting systems and instructs supervisory operational personnel
in the changes and new uses of information provided by the sanitation management information system; assembles
data on time and production statistics and operations costs for each collections district; institutes new and updates
existing forms for use in collecting statistical data.
- Serves as the major staff assistant to the deputy commissioner; answers correspondence and represents him
at meetings of city officials and community groups; serves as coordinator on special reports of the division's
operations such as those on absenteeism, cleaning, collection and disposal problems; makes recommendations to
alleviate such problems.
- Supervises subordinates responsible for receiving telephone complaints from citizens expressing concerns
over the collection of their refuse; insures, through subordinate staff, that complaints are distributed to the
appropriate party and area collections district; confers with collections area supervisors to resolve unusual problems
of the citizenry.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum
training and experience standards which will be used to admit or reject applicants for tests. Applications submitted
by candidates for this class will be reviewed based on training and experience requirements as approved on 1/78.)
- Completion of a bachelor's degree program at an accredited college or university.
- Five years of experience in any of the administrative occupations or in a responsible supervisory capacity,
three years of which shall have been in any one of the following:
- At the full performance level in a large business or governmental organization gathering and
analyzing facts on field and plant operations, practices, and organizational structure and
recommending changes in existing systems;
or
- In administrative office management work which has included budget preparation, expenditure
control, and production reporting in a large scale refuse collection and disposal activity;
or
- Directing the operations of a sanitation area or refuse disposal plant.
Or any equivalent combination of acceptable education and experience which has included completion of
a bachelor's degree as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
