MANAGEMENT SERVICES ADMINISTRATOR II
GENERAL DEFINITION
This is supervisory administrative analysis work in the City's central management agency with
responsibility for directing, through subordinate supervisors the activities of several units concerned with
service department administration and financial planning, monitoring, and control. An employee in this
class plans, directs and reviews the work of lower level analysts engaged in conducting analyses,
developing management plans and strategies, evaluating departmental programs and activities, and
providing staff support to the managing director on city-wide management and policy issues. Contact
with departmental commissioners, city administrators and representatives of public and private agencies
and programs to enlist cooperation and coordinate activities in the development and implementation of
city policies and programs is a major aspect of the work. Work is performed under the general direction
of the managing director or a deputy managing director.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, directs and reviews, through subordinate supervisors, the activities of analysts engaged in
conducting studies of the operations and procedures of service departments, evaluating budget proposals
submitted by service departments, providing technical assistance to departments, monitoring and
controlling financial transactions, and conducting long range financial and/or program planning as it
effects departmental operations; defines scope of assignments and methodologies for subordinates to
follow; identifies problems and issues to be studied and assigns priorities within context of city policy
and objectives; review recommendations of subordinates for conformance with policies and sound
management principles; determines adequacy of information gathered by subordinates to support
conclusions; reviews and evaluates results of studies and makes appropriate recommendations.
- Directs the evaluation of capital and operating budgets submitted by assigned departments;
analyzes and consults on fiscal related problems pertaining to alternative use of budget funds and addition
or elimination of budget items; develops long range strategies to improve the financial condition of city
departments; researches and prepares proposals concerning additional revenue generating sources; reviews
periodic and special reports pertaining to departmental operations and problems including sick leave and
overtime usage; directs the preparation of expenditure and status reports for departmental officials;
reviews and consults on problems pertaining to departmental requests for personnel transactions;
contracts, emergency expenditures; and ordinances; directs analysis projects pertaining to the operations
and procedures of service departments; insures that review procedures and corrective actions pertaining
to administrative processes, work flow, and staffing patterns are consistent with city policy and
management objectives; directs the preparation of manuals, procedures and policy statements which serve
as guidelines for operating departments.
- Meets with elected officials and city administrators to discuss issues and resolve problems
pertaining to departmental program operations, financial planning, budget requests, and expenditure
status; directs the provision of internal administrative and budget processes for the managing director's
office.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles and practices of public administration as they relate to a large municipal operation.
- the principles and practices of methods and procedures analysis, administrative control, work
simplification and forms and records control.
- the principles of management and administration, including such areas as administrative planning,
budgeting, human resource management, and computer applications.
- the organization and function of departments which comprise city government.
- the principles of public finance as applied to the preparation and control of operating and capital
budgets.
- supervisory principles and practices.
ABILITY TO:
- develop proposals and programs which respond to long and short range problems detected during
analysis.
- plan, assign and review the work of lower level analysts engaged in the study and development
of operational programs and policy statements.
- analyze and comprehend complex organizational and procedural problems involving work
production, work flow, fiscal expenditures and controls, forms, records, and staff utilization.
- prepare and interpret a variety of reports, charts, layouts and other materials.
- enlist the cooperation of officials of various agencies to implement policy and procedural changes.
- present ideas effectively, both orally and in writing.
- establish and maintain effective working relationships with associates and representative of other
agencies.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the
minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 9/84.)
- Completion of a bachelor's degree program at an accredited college or university.
- Ten years of general administrative or technical staff experience in a large organization, two years
of which shall have been at the supervisory level directing a unit which includes lower level management
analysts engaged in conducting administrative or operational analyses for a central agency of a large
public jurisdiction.
Or any equivalent combination of education and experience determined to be acceptable by the
Personnel Department which has included completion of a bachelor's degree program as an educational
minimum.
NOTE:
Completion of a master's degree program in an acceptable administrative or management
field at an accredited college or university may be substituted for one year of the general
experience requirement.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
