MANAGEMENT SERVICES ADMINISTRATOR I
GENERAL DEFINITION
This is supervisory administrative analysis work in the City's central management agency with
responsibility for planning and directing the activities of a unit concerned with either strategic planning,
management operations administration, or financial planning, monitoring and control. The employee in
this class supervises lower level analysts engaged in conducting studies, planning strategies, developing
and managing interdepartmental programs, and providing staff support to the Managing Director on city-
wide management and policy issues. Contact with departmental commissioners, city administrators, and
representatives of public and private agencies and programs to enlist cooperation and coordinate activities
in the development and implementation of city policies and programs is a major aspect of the work.
Work is performed under the general direction of the managing director, deputy managing director or
administrative official.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

Plans, directs and reviews the work of lower level analysts engaged in conducting operational,
management, and planning studies for city departments and programs and developing recommendations
to improve the effectiveness and efficiency of city operations; identifies problems and issues to be studied
within context of city policy and objectives; assigns priorities and defines scope of projects and
methodologies for subordinates to follow; reviews recommendations of subordinates for compliance with
policies and sound management principles; determines adequacy of information gathered by subordinates
to support conclusions; reviews and evaluates results to studies and makes appropriate recommendations.
- Directs analysis projects and planning activities pertaining to the operations, procedures and
programs of the city departments; evaluates the impact and effectiveness of current or projected
management and administrative policies and programs; conducts studies to determine short term and long
term effects of municipal programs and policies in accomplishing management goals and objectives;
evaluates alternative policies and strategies; directs productivity studies to effect greater efficiency and
effectiveness in the delivery of city services; reviews departmental budget requests and insures that
program objectives are consistent with overall city policy; provides consultative services to departments
in the development and review of programmatic performance measures an standards; directs the
preparation and policy statements which serve as guidelines for operation departments; reviews and
consults on problems pertaining to departmental request or personnel transactions, contracts, equipment
expenditures, and ordinances; directs the analysis of and develops recommendations concerning federal
and state proposals and legislation which effect the programs of operating departments; coordinates the
preparation of background material on labor management issues; analyzes their impact on departmental
operations, and makes recommendations concerning appropriate strategies and policies.
- Meets with elected officials and departmental administrators to discuss issues and resolve
problems pertaining to the implementation of programs and provisions of city services; may direct
departmental and interdepartmental agency task forces formed to address problems; directs the monitoring
and evaluation of interdepartmental programs to insure that activities conform to plans and objectives.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles and practices of public administration as they relate to a large municipal
organization.
- the principles and practices of methods and procedures analysis, administrative control, work
simplification and forms and records control.
- the principles of management and administration including such areas as administrative planning,
budgeting, human resource management, finance, and computer applications.
- the organization and functions of departments and agencies which comprise city government.
ABILITY TO:

develop proposals and programs which respond to long and short range problems detected during
analysis.
- plan, assign and review the work of lower level analysts engaged in the study and development
of operational programs and policy issues.
- analyze and comprehend complex organizational and procedural problems involving work
production, work flow, forms, records, systems and staff utilization.
- prepare and interpret a variety of reports, charts, layouts and other materials.
- enlist the cooperation of officials of various agencies to implement policy and procedural changes.
- present ideas effectively, both orally and in writing.
- establish and maintain effective working relationships with associates and representatives of other
agencies.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the
minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 9/84.)
- Completion of a bachelor's degree program at an accredited college or university.
- Eight years of general administrative or technical staff experience in a large organization, two
years of which shall have been directing and participating in administrative or operational analyses for
a central agency of a large public jurisdiction.
Or any equivalent combination of education and experience determined to be acceptable by the
Personnel Department which has included the completion of a bachelor's degree program as an
educational minimum.
NOTE:
Completion of a master's degree program in an acceptable administrative or management
field at an accredited college or university may be substituted for one year of the general
experience requirement.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
