MINORITY BUSINESS ENTERPRISE DEPUTY DIRECTOR
GENERAL DEFINITION
This is administrative management work directing through subordinate supervisors the activities of employees engaged in affirmative action contract compliance work. Work includes planning, developing, administering, evaluating, and coordinating the implementation of the goals and objectives of the Minority Business Enterprise Council. The employee in this class directs the formulation and implementation of agency policy in areas such as certification, contract compliance, and sheltered markets. This employee serves as the across-the-board assistant to the director with responsibility for supervising the daily operations of the Minority Business Enterprise Council staff. This employee reports to the Executive Director of the Minority Business Enterprise Council.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The position must direct, through subordinate supervisors, the activities of employees engaged in affirmative action contract compliance work
- The position must direct the formulation and implementation of agency policy in areas such as certification, contract compliance, and sheltered markets.
- Only one position may be allocated to this class in the Department of Finance.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs the daily activities of the staff engaged in the certification process and contract compliance for minority and female-controlled firms; supervises the review of applications and financial forms requesting certification; oversees the review of bids and compliance plans for conformance with governmental rules, guidelines, and regulations; sets priorities; reviews recommendations made by subordinate staff members for information to support conclusions and for conformance to established standards of quality; provides technical guidance to subordinates; assumes the role of director in his/her absence.
- Confers with subordinates supervisors to define and discuss problems, policies, and special cases or projects; outlines and recommends appropriate actions and solutions; reviews and analyzes operational methods and progress for conformance with program.
- Participates with the Executive Director and the Minority Business Enterprise Council in the formulation of policy and programs governing the operations of the division; attends meetings to discuss guidelines, new and existing programs, forms and policies; interviews and offers employment to certified eligibles; discusses disciplinary matters, employee grievances, and other problems with subordinates and supervisor.
- Performs personnel function as determined by departmental needs, methods, and procedures; interviews and offers employment to certified eligibles; discusses disciplinary matters, employee grievances, and other problems with subordinates and supervisor.
- Participates in and conducts seminars, workshops, panel discussions and training sessions.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- affirmative action and equal opportunity laws as they apply to the selection of minority and female vendors
- the practices, methods, and procedures in public procurement processing
- governmental laws, rules, and regulations governing the purchase of municipal commodities
- the City's buying and bidding procedures
- supervisory principles and practices
- report writing, speech making, and speech writing
ABILITY TO:
- evaluate program effectiveness and to prepare recommendations based on such evaluations
- plan, assign, and review the work of a staff engaged in affirmative action contract compliance and the certification of firms controlled by minorities and/or females
- exercise judgment and discretion in applying and interpreting policies and procedures consistent with overall policy and objectives
- analyze and comprehend organizational and procedural problems and make recommendations to resolve such problems
- present ideas effectively, both orally and in writing
- establish and maintain effective working relationships with subordinates, vendors, departmental representatives, and the general public
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 1/02.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university.
AND
GENERAL EXPERIENCE
- Four years of experience monitoring compliance with governmental guidelines pertaining to affirmative action and/or dissemination for a public agency.
AND
SPECIFIC EXPERIENCE
- Two years of supervising a staff engaged in affirmative action compliance work ensuring municipal compliance with rules, regulations, and guidelines encouraging the selection of minority and female-controlled enterprises.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department, which has included possession of a bachelor's degree from an accredited college or university as an educational minimum and the specific experience.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
