GENERAL DEFINITION
This is supervisory and technical affirmative action contract compliance work in the area of
specialization. An employee in this class has responsibility for supervising and participating in the work
of a section engaged in the certification process or the review of vendor bids and contracts and
departmental compliance plans. Work is performed as a section leader supervising a small group of
subordinate specialists, trainees, and clerical employees. The emphasis of the work is on technical
competence and the assignment and maintenance of work schedules. Of major significance to the work
is the training, guiding, and advising of subordinate employees. Work is performed under the general
direction of an administrative superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Certification Specialty
- Plans, assigns, and reviews the work of a small staff receiving and reviewing certification
applications from minority and female controlled firms for completeness and conformance to affirmative
action guidelines and regulations; receives and reviews financial statements from such agencies; conducts
telephone, personal, and on-site interviews to gather information to make determination concerning
certification; reviews bids and compliance plans; prepares reports on recommendation of approval or
denial of certification.
- Reviews, revises and develops forms and procedures for use in the certification process.
- Supervises and provides technical direction in the assignment of commodity codes to certified
firms specifying goods and services they are approved to provide; approves entries to the certification
directory; develops tracking methods for certified and decertified minority and female controlled agencies.
Compliance Specialty
- Plans, assigns, and reviews the work of a small staff involved in the review of vendors bids and
departmental compliance plans; supervises preparation of a directory; ensures the removal of decertified
firms; coordinates the development of sheltered markets for minority and female firms; monitors contracts
project compliance; provides technical assistance to departments, contractors, and minority female firms
to ensure meeting affirmative action goals.
- Develops methodologies and procedures used to ensure project compliance with municipal
business enterprise goals and objectives; makes pertinent recommendations to departmental representatives, vendors, and contractors; coordinates implementation of City purchasing practices to meet federal,
state, and city affirmative action guidelines.
- Evaluates and completes bid determinations on bids and contracts subject to Minority Business
Enterprise Council regulations.
Both Specialties
- Supervises and participates in personal and on-site interviews with vendors concerning bid
processes and appropriate regulations; provides technical assistance to minority and female firms,
contractors, and departments.
- Conducts and participates in seminars, training sessions, workshops, and panel discussions
concerning certification and bid processes, sheltered markets, and financial record keeping.
- Prepares a variety of reports on unit activities, goals, and objectives; assists in the development
of departmental policies and regulations.
- Meets with appropriate City departments, agencies and commissions to establish goals for the
utilization of minority and female controlled businesses; develops and recommends to superiors,
procedures and remedies to promote and encourage minority and female owned enterprises to participate
in City projects.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- affirmative action and equal opportunity laws as they apply to minority and female vendors.
- the practices, methods, and procedures used in public procurement processing.
- governmental laws, rules, and regulations governing the purchase of municipal commodities.
- the City's buying and bidding procedures.
SKILL IN:
- the presentation of affirmative action contract compliance information.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 1/87.)
- Completion of a bachelor's degree program at an accredited college or university.
- Four years of experience in affirmative action contract compliance work ensuring municipal
compliance with rules, regulations, and guidelines encouraging the selection of minority and female
controlled enterprises, two years of which shall have been at the full performance level.
Or any equivalent combination of acceptable education and experience which includes possession
of a bachelor's degree from an accredited college or university as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
