MINORITY BUSINESS ENTERPRISE SPECIALIST II
GENERAL DEFINITION
This is affirmative action contract compliance work at the full performance level reviewing contracts and departmental compliance plans, and/or participating in the certification of
business as minority or female controlled. The employee is responsible for reviewing
applications for certification, interviewing firms, reviewing financial records, and/or monitoring
contracts for compliance with federal, state, and local affirmative action guidelines and
regulations. Work includes analyzing certified minority and/or female firms to determine their
level of participation prior to bidding, and whether that firm is performing a commercially
acceptable function. Work differs from that of the next lower class in that employees are
assigned to projects of greater scope and complexity requiring the exercise of greater
independence of judgement. Significant to the work is establishing and maintaining effective
working relationships with representatives of departments, agencies, and firms. Work is
performed under the supervision of a technical superior and may involve rotating assignments
between units.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

Receives applications from minority and female-controlled firms requesting certification;
reviews applications for accuracy, completeness, and conformance to affirmative action
guidelines and regulations; requests additional information and financial, legal and/or technical
documents as needed; analyzes those documents to determine or confirm minority or female
ownership and control of that firm; viability, and contractual relationships; approves or denies
applications; assigns commodity codes to certified firms specifying goods and services as they
are approved to deliver.
- Conducts telephone, personal, and on-site interviews; questions firms' representatives
about their financial status and control; inspects work site to determine if the firm can reasonably
perform the type of work for which it has been certified or for which it is applying; investigates
company capital, technical, financial, and human resources; evaluates those resources to
determine the level of participation possible in procurement process.
- Reviews bids and compliance plans submitted by vendors and City departments and
agencies for adherence to governmental guidelines; approves or disapproves bids.
- Conducts and attends meetings with prospective firms, certified firms, departmental
representatives, and associates concerning certification and compliance; provides counselling on
procurement processes and procedures.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- affirmative action and equal opportunity laws as they apply to the selection of minority
and female vendors.
- the practices, methods, and procedures used in public procurement processing.
- the procedures and techniques applied in the review and approval of certification
applications and compliance reviews.
- rules and regulations governing the purchase of municipal commodities.
- the City's buying and bidding procedures.
- accounting procedures, methods and practices.

- analyze facts and exercise sound judgement to arrive at conclusions and recommendations.
- conduct and document a logical investigation and to present that evidence at a hearing.
- interpret and explain various laws and ordinances as they relate to minority and female
vendors.

and departments, and the general public.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 7/89.)
- Completion of a bachelor's degree program at an accredited college or university.
- Two years of experience in affirmative action contract compliance work ensuring
compliance with rules, regulations, and guidelines, and encouraging the selection of minority
and female-controlled enterprises, one year of which shall have been above the trainee level.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
