MINORITY BUSINESS ENTERPRISE SPECIALIST I
GENERAL DEFINITION
This is affirmative action contract compliance work of limited scope reviewing contracts
and departmental compliance plans and/or participating in the certification of minority or female
controlled firms. Employees in this class are expected to demonstrate continued development
in these areas so that assignments may increase in scope and complexity until they approach the
full performance level. The employee is responsible for reviewing minority/female applications
for certification, reviewing financial and other business records and/or monitoring contracts for
compliance with federal, state, and local affirmative action guidelines and regulations. Contact
with representatives of various firms and City departments and agencies is a significant aspect
of the work. Work is performed under the supervision of a technical superior and may involve
rotating assignments between units.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Receives applications and forms requesting certification; reviews applications and forms
for completeness and conformity to format; assigns file numbers; requests additional financial,
legal, and/or technical documentation and forms as needed; analyzes those documents to
determine or confirm minority or female ownership and control of that firm; recommends
approval or denial of application.
- Participates in and/or conducts telephone, personal, and on-site interviews; questions
firms' representatives about financial and contractual records; participates in an evaluation of
that firm's commercial viability; participates in evaluation of company's capital, technical,
financial, and human resources and the determination of the firm's level of participation in the
procurement process.
- Reviews bids and compliance plans for conformity to legal guidelines; attends bid
openings; calculates minority and female participation; reviews departmental plans for
conformance with pertinent rules, regulations and guidelines; makes any necessary changes or
corrections; approves bids and/or plans submitted by vendors.
- Performs related work as required.

KNOWLEDGE OF:

- City laws, rules and regulations governing the purchase of municipal commodities.

ABILITY TO:
- analyze facts and exercise sound judgement to arrive at conclusions and recommendations.
- interpret and explain various laws and ordinances as they relate to minority and female
vendors.

- establish and maintain effective working relationships with supervisors, associates,
vendors, and the general public.
- conduct and document a logical investigation and present evidence and conclusions at a
court hearing.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 7/89.)
- Completion of a bachelor's degree program at an accredited college or university.
- One year of experience in affirmative action contract compliance work ensuring
compliance with rules, regulations, and guidelines, and encouraging the selection of minority
and female-controlled enterprises.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
