PARK PROPERTIES MANAGER
GENERAL DEFINITION
This is park property management work The employee in this class negotiates contract
terms for the use of Park facilities with residential tenants, developers, concessionaires, and
licensees, and prepares requests for and evaluates proposals submitted by prospective residential
tenants and concessionaires. Work includes initiating the development of current and future
vacant properties for rental, and the supervision of a small staff engaged in providing ancillary
services in the preparation of leases and contracts for the rental of park properties. Negotiating
leases and contracts with tenants, concessionaires, representatives of other public agencies,
community groups, and businesses is a significant aspect of the work. Work is performed under
the direction of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- The employee must be responsible for establishing, negotiating, monitoring, and
enforcing terms of contractual agreements with residential tenants, developers,
concessionaires, and licensees of municipal park property.
- This is a one-position class located in Fairmount Park.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Supervises subordinates engaged in monitoring concessionaire activities, and providing
ancillary services in the preparation of leases and contracts for the rental of park properties;
develops concession bids for all concession operations; reviews revenue generating programs of
other Park systems for possible application; calculates appropriate costs to determine rental fees;
makes recommendations regarding fees to superiors; develops list of potential bidders; explains
requirements to concessionaires which must be met to effect contracts; reviews proposals and
makes recommendations regarding the awarding of concession contracts.
- Drafts contracts, prepares leases and specifications for the provision of services and the
rental of park property; determines propriety and legality of contract language; forwards
documents to the Law Department and other relevant parties for review and approval; meets
with residential tenants and concessionaires to discuss new contracts, lease proposals, or
amendments to existing contracts.
- Discusses and negotiates contract terms and miscellaneous agreements with potential
residential tenants, developers, and licensees; identifies appropriate locations based on the needs
of prospective tenants; arranges for the renovation of the facility if required.
- Conducts inspections of park facilities to ascertain compliance with existing agreements;
evaluates tenants performance in regard to contract standards; monitors the reporting and
recordkeeping activities of concessionaires; reviews insurance documentation, annual financial
reports, and other related documents to ensure compliance with terms and conditions of
agreements; reviews audit reports conducted by private firms and submitted by concessionaires
to determine fiscal soundness; makes recommendations regarding the renewal or termination of
contracts; notifies tenants and concessionaires of non-compliance; requests corrective action;
prepares emergency orders to contract for new concession operators on an interim basis.
- Makes recommendations to sell or demolish properties; evaluates appraisal reports to
determine validity; testifies in Orphan's Court regarding the condition of various park properties,
and related matters.
- Meets with community groups and other organizations; advises regarding the proper
procedures utilized to acquire use of a park facility; makes presentations to the Fairmount Park
Commission concerning property matters.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 1/93.)
Education:
- Completion of a bachelor's degree program at an accredited college or university with
major course work in accounting or business.
And
General Experience:
- Two years of experience preparing, processing, and implementing real estate contracts
and agreements.
And
Specific Experience:
- One year of property management experience at the full performance level which has
included responsibility for negotiating contracts and/or leases.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department which has included a bachelor's degree as an educational
minimum, and the specific experience as described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Park Properties Manager.
