REAL ESTATE OPERATIONS MANAGER
GENERAL DEFINITION
This is real estate work supervising the municipal government's program of acquisition, rental,
lease and disposal of real property. Work includes conducting and submitting appraisals for commercial
and industrial property to be acquired for federally-funded transit projects. Effective communication with
property owners, their agents, and federal agency representatives is a significant aspect of the work.
Work is performed under the general direction of an administrative superior. Assignments
require analytical thinking and are carried in accordance with departmental management and policy
direction. The employee has controlling responsibility for real estate appraisal, acquisition, leasing,
disposal and related real estate transactions for municipal government activities.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, assigns, reviews and coordinates the activities of a technical and clerical staff responsible
for conducting all municipal government real estate business; establishes price ranges within which
technical staff will conduct negotiations for acquisitions, based on property appraisals and current market
values; serves as technical consultant on preparation of the more complicated real estate documents;
reviews appraisal and research data for reliability and accuracy; supervises the maintenance of a perpetual
inventory of city owned real property; interprets real estate policy to technical subordinates.
- Determines need for specialized appraisers in fields of real estate, machinery and equipment,
moving services, etc.; prepares proposals, solicitations and service contracts; reviews contracted
appraisers' reports for completeness, accuracy of detail and justification of valuations; determines
adequacy of reports for possible eminent domain proceedings; incorporates contracted appraisers' findings
into negotiation value justification report.
- Meets with attorneys, brokers, appraisers and property owners in instances of contested
appraisals.
- Conducts appraisals of real property required by the city for implementation of federally-funded
transit project plans; evaluates additional appraisals of these sites prepared by subordinate technical staff
members; establishes property valuation based on these appraisals and taking into consideration business
relocation and other special expenses; submits estimated property value to appropriate federal agency.
- Provides technical advice on occasion to city departments concerning proposed site developments.
- Supplies budget information concerning divisional operations to departmental authorities; prepares
and forwards rental and leasing information to city officials upon request.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles, practices and techniques involved in the transfer of real property.
- the effects of mortgages, deductions, liens and other encumbrances and actions affecting real
estate titles.
- the methods and techniques of commercial and industrial real estate appraisal.
- current developments and trends in the local real estate market.
- the laws relating to land title work and real estate transactions.
ABILITY TO:
- plan, assign and supervise the work of a technical staff engaged in carrying out the various
functions involved in a real estate program for a municipal government.
- conduct appraisals of commercial and industrial properties.
- negotiate and carry to completion the most complex real estate transactions involved in meeting
the real property needs of city departments and agencies.
- present ideas with marked effectiveness, both orally and in writing.
- establish and maintain effective working relationships with real estate brokers, property owners
and their representatives, federal and municipal government representatives, and associates.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

requirements as approved on 9/74.)
- Completion of a bachelor's degree course at an accredited college or university.
- Six years of real estate experience buying, selling or appraising real property or negotiating for
the sale or purchase of real property, three years of which shall have included appraisal of, or conducting
negotiations for acquisition of, complex commercial and/or industrial property.
Or equivalent combination of acceptable education and experience.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
