REAL ESTATE SPECIALIST II
GENERAL
DEFINITION
This is real estate work at the full performance level researching, negotiating and concluding
transactions for the purchase, sale and/or rental of real property. Employees in this class respond to
departmental requests for the lease or purchase of space as well as requests from outside agencies to lease
or acquire City-owned property. Work includes preparing leases, deeds, agreements of sale, ordinances
and other documents required to conclude real estate transactions and utilizing a computer data base to
manage properties and research, analyze and compare real estate market values and related cost
information. Explaining City real estate procedures and negotiating terms with property owners,
prospective buyers, lessees and/or their agents are significant aspects of the work. Work is performed
under the direction of a technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- Positions must be located in the Department of Public Property.
- Positions must research, negotiate and conclude complex real estate transactions including
those involving the purchase of several residential properties, the purchase of commercial
and industrial property, the acquisition of easement and air rights and negotiation and
preparation of leasing agreements.
TYPICAL EXAMPLES OF WORK
(ILLUSTRATIVE ONLY)
- Researches, negotiates and concludes a variety of real estate transactions including those involving
the purchase of several residential properties, the purchase of commercial and industrial property, and
the acquisition of easement and air rights.
- Receives requests from outside agencies for the lease of City-owned property; prepares
advertisement indicating the location of property and terms and conditions of lease; prepares standard
lease form for certification by Law Department; obtains required signatures and distributes lease to
appropriate parties.
- Receives requests from City agencies for the lease of office space, storage space and dump sites;
contacts requesting agency representative to discuss requirements such as the type of space needed and
layout required; researches records to determine if City-owned property is available; contacts area
realtors to ascertain if there are any properties available to meet the City's needs; inspects property to
determine suitability; shows property to requesting agency; negotiates leasing rates agreeable to owner
and requesting agency; reviews lease prepared by lessor for accuracy and completeness; forwards lease
to Law for certification; distributes lease to appropriate parties after obtaining required signatures.
- Monitors expiration dates of leases; contacts leasing agency prior to expiration of lease to discuss
renewal of lease; renegotiates lease if required; prepares and sends termination notices; responds to
complaints regarding the condition of leased facilities.
- Responds to requests for the acquisition of property; contacts requesting agency to determine
proposed use of property; researches list of vacant properties to determine if City-owned properties are
available; locates suitable property if a specific location has not been requested; orders and reviews
appraisal and comparable sales in area of selected property; notifies property owner that City is interested
in purchasing property and makes an offer based on appraisal; explains City real estate procedures and
processes to owner; if owner agreeable to sale, prepares agreement of sale which indicates amount of
consideration and description of property; obtains required signatures; prepares ordinance for submission
to City Council; makes required arrangements and attends property settlement; initiates condemnation
procedures and prepares condemnation ordinance if owner is not agreeable to sale.
- Utilizes a personal computer for data entry and retrieval; operates data base applications for data
analysis, such as, comparing market, cost and sales value of real estate properties and for property and
real estate management; enters pertinent real estate data into a data base to conduct research; designs
basic real estate spreadsheets.
- Maintains records of vacant City-owned properties; responds to violation notices issued on vacant
properties; issues license agreements to parties who wish to utilize vacant city property on a short term
basis; serves on Vacant Property Review Committee which meets monthly to discuss the disposition of
vacant properties; prepares conditional deeds transferring properties to other government agencies for
conveyance to participants of housing programs; attends property settlement when program participant
obtains ownership of property; prepares deeds and attends settlement for gift properties acquired by the
City.
- Disposes of properties through public auction or by means of sealed bids; notifies City agencies
that property is available for use before advertising sale; orders and reviews appraisal; prepares
advertisement which indicates location, size and type of property and minimum acceptable bid; attends
bid opening agreements of sale and ordinance for approval by City Council.
- Performs research and conducts studies as required to determine real estate trends, property
values, etc.
- Participates in the preparation of the annual operating budget for city rental needs.
- Performs related work as required.

AND ABILITIES
KNOWLEDGE OF:
- the principles, practices and techniques involved in the transfer of real estate property.
- the effects of mortgages, dedications, liens, and other encumbrances and actions affecting
real estate titles.
- methods and techniques used in real estate appraisal.
- the use of computerized real estate management and appraisal and evaluation software.
- methods and techniques used in negotiating and concluding real estate transactions.
- common legal concepts and terms used in real estate management.
- the City's acquisition, selling and leasing processes and procedures.
- the City 's condemnation procedures and processes.
- current developments and trends in the local real estate market.
ABILITY TO:
- negotiate and complete complex real estate transactions.
- review property appraisals for consistency and thoroughness.
- utilize personal computer data base applications related to real estate purchasing and management.

- follow established procedures and regulations pertaining to real estate transactions.

- conduct research, prepare reports and maintain records pertaining to city-owned real
estate.

- make preliminary recommendations concerning the acquisition and use or sale of real
estate.
- present ideas effectively, both orally and in writing.
- establish and maintain effective working relationships with associates, parties to real
estate transactions and the general public.
MINIMUM ACCEPTABLE TRAINING
AND EXPERIENCE
(The following statement represents the
minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 3/97.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university with major
course work in finance, real estate, public administration or a related field.
AND
GENERAL EXPERIENCE
- One year of real estate experience buying, selling, leasing or appraising real estate property.
AND
SPECIFIC EXPERIENCE
- One year of real estate experience negotiating and concluding sales, purchases and commercial
and/or industrial leasing transactions.
Or any equivalent combination of education and experience determined to be acceptable by the
Personnel Department that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
