REAL ESTATE SPECIALIST I
GENERAL
DEFINITION
This is real estate work of limited scope and difficulty researching, negotiating and concluding
transactions for the purchase, sale and/or rental of real property. Employees in this class prepare leases, deeds,
agreements of sale, and other documents required to conclude real estate transactions. Work includes utilizing
a computer data base to manage properties and research, analyze and compare real estate market values and
related cost information. Assignments expand in complexity as employees progress toward the full performance
level. Contact with property owners, prospective buyers, lessees and/or their agents is a significant aspect of the
work. Work is performed under the direction of a technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- Positions must be located in the Department of Public Property.
- Positions in this class must research, negotiate and conclude real estate transactions of limited
scope and difficulty.
TYPICAL EXAMPLES OF WORK

- Studies real estate market and City laws and regulations pertaining to real estate transactions to develop
the ability to process the full range of real estate transactions conducted by the City.
- Researches, negotiates and concludes real estate leasing, purchases and sales transactions; receives
requests for the acquisition, sale or rental of real estate; contacts requesting agency to discuss requirements such
as intended use and layout required; recommends site selection based upon analysis of area inspections,
departmental needs, and available City and title company records for consistency and thoroughness.
- Negotiates less complex purchases of residential, commercial and industrial property; explains City real
estate transaction procedures and processes to owners; negotiates purchase price agreeable to owners and
requesting agency; requests condemnation procedures if agreement cannot be reached.
- Disposes of property through arrangement for public auction or by means of sealed bids; clears sale of
property with City departments and agencies; informs prospective buyers of purchasing procedures and processes;
attends bid openings or public auctions.
- Prepares bid advertisements for the lease of City property; prepares standard lease forms for certification
by the Law Department; obtains required signatures and distributes lease to appropriate parties.
- Utilizes a personal computer for data entry and retrieval; operates data base applications for data analysis,
such as, comparing market, cost and sales value of real estate properties and for property and real estate
management; enters pertinent real estate data into a data base used to conduct research; designs basic real estate
spreadsheets.
- Monitors expiration dates of leases; notifies leasing agencies prior to expiration of leases; prepares and
sends termination notices.
- Prepares leases, agreements of sale, deeds and other real estate transaction documents; arranges and
participates in property settlement.
- Researches real estate records, title reports, appraisal reports and related records as required; gathers
supporting data required for applications for federal and state aid.
- Performs related work as required.

AND ABILITIES
KNOWLEDGE OF:
- the principles, practices and techniques involved in the transfer of real estate property.
- the effects of mortgages, dedications, liens, and other encumbrances and actions affecting real
estate titles.
- methods and techniques used in real estate appraisal.
- the use of computerized real estate management and appraisal and evaluation software.
- common legal concepts and terms used in real estate management.
- current developments and trends in the local real estate market.
ABILITY TO:
- learn the methods and techniques used in negotiating and concluding real estate transactions.
- learn the City's acquisition, selling and leasing processes and procedures.
- learn the City's condemnation procedures and processes.
- follow established procedures and regulations pertaining to real estate transaction documents.
- utilize personal computer data base applications related to real estate purchasing and management.
- design basic real estate spreadsheets.
- conduct research and prepare reports pertaining to City-owned real estate.
- maintain records of City owned real estate.
- learn the uses and capabilities of data processing equipment.
- present ideas effectively, both orally and in writing.
- establish and maintain effective working relationships with associates, parties to real estate
transactions, and the general public.
MINIMUM ACCEPTABLE TRAINING
AND EXPERIENCE
(The following statement represents the minimum
training and experience standards which will be used to admit or reject applicants for tests. Applications
submitted by candidates for this class will be reviewed based on training and experience requirements as approved
on 3/97.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university with major course work
in finance, real estate, public administration or a related field.
AND
EXPERIENCE
- One year of real estate experience buying, selling, leasing or appraising real estate property.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel
Department that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position
in this class.
