This is supervisory work directing the activities of a staff of real property evaluators in appraising and assessing real property in an assigned area of the city. A significant aspect of the work includes the performance of appraisal and assessing duties, especially those involving complex properties. Work is performed under a real property assessment administrator and functions in accordance with accepted appraisal standards and applicable state laws.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)Plans, assigns, supervises, and reviews the work of several lower level evaluators in the appraisal and assessment of commercial, industrial, and residential real property; provides advice and guidance to evaluators on difficult or controversial evaluation assignments; ensures that the annual precepts issued by the Board of Revision of Taxes are adhered to by the evaluators.
Oversees the training of lower level evaluators; conducts weekly staff meetings; conducts training sessions on various appraisal topics; keeps abreast of current appraised literature for dissemination to the staff.
Meets with taxpayers and/or their representatives to discuss property assessments and the methods used in deriving them; prepares written reports on appealed assessments, testifies at tax appeal hearings before the Board of Revision of Taxes; testifies at the Court of Common Pleas concerning the appraisal technique used.
Plans, assigns, and reviews the work of an assigned clerical employee.
Conducts research to identify trends in sales assessment ratios with assigned division; prepares reports on appraisal and assessment techniques used in other jurisdictions; investigates organizational impact of new legislation.
Prepares in-depth appraisal analysis of commercial, industrial, and multi-family properties using a combination of income, market data, and cost approaches; contacts other governmental assessing agencies for location of comparables; maintains rapport with real estate brokers, private appraisal agencies, and neighborhood leaders for information-gathering purposes.
Performs related work as required.
Completion of a bachelor's degree program at an accredited college or university.
ANDTwo years experience appraising and assessing real property.
ANDTwo years of full performance level experience assessing and appraising properties in a large metropolitan area.
ORAny equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATESPossession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment as a Real Property Evaluation Supervisor.
