BUDGET ANALYST II
GENERAL DEFINITION
This is full performance budget analysis work in the examination, evaluation, and control
of assigned department's operating and/or capital budgets. Work includes analyzing operating
and/or capital budget requests, reviewing a wide variety of fiscal and capital program
documents, and performing assigned projects relating to portions of the city's total fiscal
operations. An employee in this class interacts with department officials to implement City-wide
fiscal policies and to ensure conformance to the City's overall fiscal program. The employees
report to a budget analyst supervisor.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Analyzes assigned departments' operating and/or capital budget requests to determine
their conformance with City's fiscal policies and capital program, departmental functions, and
historical trend; recommends modifications in requests on basis of current policies, departmental
operations, and fiscal impact; prepares a variety of capital and operations budget reports; makes
budgetary recommendations based on trends in revenue and requested obligations; monitors fiscal
activities of governmental revenue funds; prepares schedules for periodic financial status reports
and budget documents; reviews, recommends and explains changes in budget requests forms,
instructions, and preparation format.
- Reviews a wide variety of fiscal and capital program documents for conformance with
approved fiscal and capital budgets; reviews requests for budget revisions and transfer of funds;
recommends modifications and prepares administrative transfers of capital authorizations;
analyzes expenditures and unencumbered balances of authorized loan funds; projects future
interest and principal payments; determines impact of revisions and transfers and recommends
appropriate action.
- Performs assigned projects relating to portions of the City's total fiscal operations; meets
with appropriate officials to discuss proposals, consider alternatives or modifications, and/or
resolve problems; evaluates results of studies and makes appropriate recommendations.
- Attends and participates in budget hearings; provides information relating to budget
requests and recommended changes; meets with departmental administrators to discuss budgetary
impact of requests, to resolve disputes, and to implement budgetary policy.

KNOWLEDGE OF:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 6/84.)
- Completion of a bachelor's degree program at an accredited college or university with
major course work in public administration, urban studies, finance, economics, accounting, or
business administration.
- Four years of budget/fiscal/accounting experience in a governmental agency; two years
of which has been above the trainee level in the review and analysis of budget requests; in
assisting departmental administrators in planning and preparing departmental budgets; in
conducting research studies and analyzing long-range plans and programs; in supervising full
performance accounting personnel engaged in analyzing, interpreting and recording data on
financial transactions; or in performing a city-wide accounting function which requires the
review and verification of the work of other accountants through work processes.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department which has included the completion of a bachelor's degree program
in the above stated or related major course work as the educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
