UTILITY FINANCIAL SERVICES MANAGER
GENERAL DEFINITION
This is fiscal management work directing and coordinating the provision of financial services for the Water Department.
The employee in this class serves as the across the board assistant to the Deputy Water Commissioner for Finance and has controlling
responsibility for all accounting, budget preparation, contract auditing, financial planning, revenue and rate analysis, management
and financial studies, and inventory control. Contact with departmental administrators, City and other governmental officials,
regulatory agencies, and contractors to evaluate and implement departmental programs is of major significance to the work. Work
is performed under the general direction of the Deputy Water Commissioner for Finance.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, assigns and directs the work of a staff of accounting, financial, technical and clerical personnel through a subordinate
accounting manager; directs accounting activities related to maintaining operating and capital fund expenditures, preparing financial
statements for water, sewer and combined funds, preparing the departmental payroll, processing of requisitions and payments to
contractors, vendors and consultants, documenting capital expenditures to obtain reimbursement from the State and EPA, allocating
expenditures to obtain reimbursement from the State and EPA, allocating expenditures to the appropriate responsibility center and/or
project, identificating investment in capital assets, and monitoring and recording of all physical inventory for the department.
- Serves as a member of each bond working group and oversees the department's rule in the preparation of each bond
prospectus; meets with bond rating agencies and explains the department's financial management goals.
- Oversees the compilation of financial and accounting data required on rate setting and bond issuance purposes; develops new
or revises existing accounting systems, procedures and techniques; presents financial information and documentation to City Controller
and EPA auditors.
- Directs through a subordinate supervisor the analysis and review of operational procedures and improving, developing and
maintaining the system and methods of operation and control.
- Plans, assigns and directs the financial planning activities of the department through a Financial and Rate Analysis Manager;
oversees this work as it relates to financial planning, financial and economic analysis, revenue and rate analysis and management,
and financial studies and organizational analysis.
- Plans, assigns and directs through a subordinate accounting manager the activities of a staff performing contracts auditing
and cost accounting, responding to dictates of Federal, State and City audits, preparing funding requests, preparing close-out packages
for grant reimbursement, and maintaining departmental labor cost distributions; oversees staff activities related to the maintenance
of records and reports of departmental personal property, fixed assets, and construction-in-process; directs staff in the preparation
of operating and maintenance invoices for wholesale wastewater customers.
- Directs through a subordinate supervisor the planning, developing, analyzing and maintaining of the utility budget.
- Presents testimony during court cases and City Council hearings on proposed rate revision; presents evidence and background
information in legal attempts to collect revenues.
- Assigns and reviews the analysis of staff structure and assignments; defines goals and objectives for the Finance Division.
- Ensures that staff maintains current data and receives training on federal, state and local regulations, statutes and laws
applicable to contracts and accounting auditing.
- Coordinates the budgeting for new programs with the development of new fiscal policies and accounting procedures; explains
procedures to be followed in developing budget requests.
- Reviews and approves all contracts, grants, and correspondence prior to Deputy Commissioner review and signature; acts
in deputy's stead as needed.

ABILITY TO:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and
experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class
will be reviewed based on training and experience requirements as approved on 8/89.)
- Completion of a bachelor's degree program at an accredited college or university with major course work in business or
public administration, economics, finance, or accounting.
- Eight years of financial or accounting experience, four years of which has been utility administrative experience, two years
of which has been directing an administrative and/or technical staff engaged in: the preparation of utility budgets, or utility
administrative analysis, or utility financial rate analysis, or auditing utility fiscal operations and records, or cost or financial statement
accounting.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department.
NOTE:
Completion of a Master's of Business or Public Administration Program at an accredited college or university, with major
course work in business administration, public administration, economics, finance, or accounting may be substituted for two
years of the required general experience.
