AIRPORT TELECOMMUNICATIONS SPECIALIST
GENERAL DEFINITION
This is analytical, technical and administrative work managing the telecommunications
systems at the City's international airport. The employee in this class coordinates telephone
service for the airport, airport tenants, and other agencies which utilize the Division of
Aviation's switching system. Work includes developing and implementing communications
policies and procedures related to the system design, installation, maintenance and revision of
telephone systems and equipment. Extensive contact with vendors and public utilities which
provide telephone service and equipment is a significant aspect of the work. Work is performed
under the supervision of an administrative superior.
ALLOCATING FACTORS:
(The following conditions must be met for a position to be approved for this class.)
- This is a one position class located in the Information Systems Section of the Division
of Aviation.
- The position must administer the international airport's telecommunications system.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Coordinates the design, installation and maintenance of the international airport's cable
management and voice and data systems; reviews and evaluates requests for telephone systems
received from departmental staff, airport tenants and other agencies which utilize the Division
of Aviation's switching system; designs or adapts individualized telephone systems to meet the
needs of requesting agencies; provides technical support to users on appropriate/optimal use of
system features; executes software changes through remote terminals to modify telephone service
throughout the airport.
- Develops and implements communications policies pertaining to installation, system
design, moves, changes, additions and deletions, trouble reporting, billing and cost containment,
traffic analysis, user training and record keeping.
- Initiates and develops contacts with independent vendors and public telephone service
utility regarding operational requirements for installation and modification of system; participates
in developing technical specifications for the purchase of telephone systems and equipment;
ensures compatibility of systems.
- Contacts airport tenants to promote the use of Division of Aviation telephone services;
informs tenants of available equipment, system features and costs; designs or adapts systems to
meet tenant requirements; advises tenants on utilization of system; participates in developing and
maintaining tenant billing system.
- Implements and maintains auxiliary systems related to voice/data systems, including voice
mail, interactive voice response units (IVRV), trouble tracking devices, call accounting systems,
and call management systems.
- Monitors use of existing trunks; develops recommendations for appropriate service levels
based on surveys, traffic analyses, systems configuration and cost factors.
- Evaluates complaints from users; oversees troubleshooting of system malfunctions and
initiates corrective action; monitors repair activities of vendors; works with cabling technicians
to maintain and document cabling plans.
- Maintains records on system configuration, equipment, traffic analyses, service orders,
maintenance contracts and billing.
- Provides training in the use of system features.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- telephone switching equipment provided by independent interconnect companies.
- modern telecommunication system design, capabilities and peripheral equipment, such
as personal computers and the system administration terminal.
- telephone service requirements commonly used in operational activities of various City
agencies.
- principles, procedures, and methods used in telecommunications systems analysis and
design.
- established procedures of the telephone utility company and independent vendors
providing telephone service.
- current costs for various telephone services and equipment provided by public utility and
vendors as contained in tariffs.
- current developments in telecommunications system software.
- environmental and engineering considerations for voice/data installations.
- cabling systems utilized to carry voice/data signals, specifically premise distribution
systems (PDS).
ABILITY TO:
- coordinate the installation and maintenance of cable management and voice/data systems.
- design or adapt individualized telephone systems to meet the needs of using agencies.
- provide technical support to users on appropriate use of system features.
- develop and implement communications policies regarding all phases of telephone
service, maintenance and billing.
- develop technical specifications for the purchase of telephone systems and equipment.
- prepare and present proposals outlining services and features of telecommunications
systems to potential users in Shared Tenant Service (STS) environment.
- evaluate system or equipment malfunctions and user problems.
- maintain records of services, equipment, cabling and maintenance.
- train users in system advantages and feature usage.
- keep abreast of current communications systems and equipment.
- establish and maintain effective working relationships with independent vendors, local
utilities, tenants and departmental staff.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 12/91.)
EDUCATION:
- Completion of a bachelor's degree program at an accredited college or university with
major course work in electrical, electronics or computer engineering technology,
computer science, or a related field.
AND
EXPERIENCE:
- Three years of experience in the installation, service, support and/or management of
telecommunication systems.
AND
SPECIFIC EXPERIENCE:
- One year of experience analyzing telecommunication requirements and developing
telephone service and equipment recommendations.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department which has included a bachelor's degree and the specific experience
as indicated.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
