INFORMATION SYSTEMS GROUP MANAGER
GENERAL DEFINITION
This is supervisory and administrative systems development work directing and coordinating the
development, design, programming, testing, documenting, implementing, and maintaining of computer
management information systems or sub-systems for user agencies. Employees in this class confer with
user management, technical personnel, and officials of other data processing organizations and are
responsible for planning the availability of sufficient resources of adequate quality to meet requirements
for systems development projects and schedules while monitoring projects and resources expenditures.
Supervising through subordinates the work of systems analysts and programmers and reviewing systems
development documentation for completeness, quality, and adherence to standards are of major
significance to the work.
Work is performed under the general direction of a project manager or other technical superior.
Assignments require the use of analytical thinking and are carried out in accordance with departmental
and functional precedents, practices, and policies. An employee in this class participates in the
development, implementation, and maintenance of City-wide data processing systems.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs through subordinate supervisors the work of systems analysts and programmers engaged
in systems development including testing, conversion, and documentation; monitors all on-going projects
including periodic status reporting to insure implementation in accordance with planned conversion
schedules through the use of a defined project planning and reporting system.
- Confers with user agencies to insure that data processing systems are designed to meet user
requirements at lowest acceptable cost by estimating personnel requirements, cost, and time for systems
projects; coordinates the timely completion of systems development projects.
- Receives and reviews requests for changes; determines priorities of activities; assigns work to
subordinates, monitors projects, and provides direction and assistance as required.
- Maintains the quality and technical competence of systems analysts and programmers by
supervising the performance of systems analysis and design functions; develops, implements, and enforces
procedural standards for performing tasks of systems analysis and design; participates in the selection,
training, and development of systems personnel.
- Monitors systems performance and develops recommendations for correction or improvement;
reviews and approves proposed systems solutions; performs resource planning and scheduling for systems
personnel; assists in programs to educate management and users in data processing and systems
capabilities and requirements.
- Serves as administrative coordinator and consultant on all matters related to the systems or sub-
systems managed; conducts and participates in meetings related to the automated system, changes, and
new requirements of the system and the associated manual procedures.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles, procedures, and methods used in systems analysis and design.
- modern administrative practices and techniques with particular emphasis on the use of manual,
mechanical, and electronic data processing systems in a large-scale public or private enterprise.
- the principles, practices, and procedures used in the development and implementation of data
processing systems.
- the development and application of electronic data processing systems to such fields as forms
control, records management, work measurement, and work simplification.
- the principles, practices, and operation of an on-line computer information system and remote
retrieval system.
- supervisory methods and techniques.
- the principles, practices, and methods used in the analysis and design of integrated data
processing systems.
ABILITY TO:
- supervise the work activities of teams of systems analysts and programmers engaged in
developing and implementing data processing systems.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 12/81.)
- Completion of a bachelor's degree program at an accredited college or university.
- Seven years of experience in data processing systems analysis and program development, two
years of which has been supervising systems analysts and programmers and managing projects
in a variety of applications areas.
Or any equivalent combination of acceptable education and experience.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
