This is training level work developing the knowledge, skills and abilities required to perform social work. An employee in this class functions in a training capacity receiving instruction in the principles, practices, procedures and application of case work methods and techniques. Work includes exposure to the variety of counseling, referral, placement and/or adoptive functions required to provide services to children and youth, services to adults and aging, services to mentally ill and/or retarded, services for family medical care and/or for correctional rehabilitation. As the training period progresses, the employee performs increasingly difficult and responsible work. Contact with individuals, their families, representatives of various private and public welfare agencies, representatives of professional and community groups, and the general public is a significant aspect of the work. Work is performed under the close supervision of a technical or managerial superior. Assignments are stable in nature and are carried out in accordance with instructions and established practices. Employees are trained in providing advisory and interpretive services to defined client populations, agency officials and superiors.

The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Candidates must meet requirements within 30 days after the last date for filing applications.

1. EDUCATION
   Completion of a bachelor's degree program with major course work in social work, social services or a related field at an accredited college or university.
   
   

NOTE
Related fields include Psychology, Sociology, Education or Criminal Justice.

Candidates must submit a copy of their official college transcript at the time of application.

BILINGUAL SPECIALTY - SPANISH
Sufficient training and/or experience to be able to converse effectively in English and the Spanish language.

NOTE
Pennsylvania Act 33 of 1985 requires state criminal record and central register reports prior to appointment to positions in this class having responsibility for direct child care.

PHYSICAL AND MEDICAL REQUIREMENTS:
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Social Worker Trainee, if required by work assignment.

RESIDENCY REQUIREMENT
The Civil Service Commission has waived the usual requirement that candidates must be residents of Philadelphia within six (6) months of appointment. Establishment of residency in Philadelphia will be required no later than one (1) year after appointment.

PROJECTED EXAM SCHEDULE
This examination is tentatively scheduled for the week of October 12, 2009. Please note that this examination date is subject to change.

ELIGIBLE LIST
OPEN-COMPETITIVE. Only an open competitive eligible list will be established as a result of this examination.  Permanent City employees will recieve no promotional preference in this examination.

U.S. VETERAN'S PREFERENCE
Ten points for veteran's preference will be added to the scores of eligible veterans who apply for open competitive tests and pass the examination.  You must be honorably discharged from the U.S. armed forces.  Attach a DD214, member 4, to your application if you wish your eligibility to be reviewed.  Spouses of disabled or deceased veterans may also be considered.

LEGACY PREFERENCE
The children of Philadelphia Firefighters or Police Officers who were killed or died in the line of duty shall be accorded a preference in open competitive civil service entrance examinations.  Candidates who qualify for this preference and who take and pass open competitive civil service examinations shall have ten points added to their final score.  the candidate must successfully pass all parts of the examination before points are awarded.
