DESCRIPTION:

This is administrative and technical budget work planning, developing, analyzing and maintaining a comprehensive budget program for a major city department or agency. This class is distinguished from the next lower level in the series by the size and complexity of the budget program maintained, based on the dollar value of the different major classes of expenditure, the number of separate functions to be budgeted for, and the number and size of funding sources. Supervising a staff of technical and clerical employees and establishing effective working relationships with departmental administrators and other city officials are of major significance to the work. Employees in this class are responsible for the preparation and administration of a budget for a major city department or agency. Work is performed under the direction of an administrative superior.


MINIMUM REQUIREMENTS:

The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Candidates must meet requirements within 30 days after the last date for filing applications.

  1. Presently employed by the City of Philadelphia with a performance rating of Satisfactory or above.AND;

  2. EDUCATION
    Completion of a bachelor's degree program at an accredited college or university AND;

  3. GENERAL EXPERIENCE
    Two years of accounting or budgeting experience analyzing budget requirements and expenditures and preparing budget requests in a large governmental jurisdiction, utility or corporation AND.

  4. SPECIFIC EXPERIENCE
    One year of experience as a Budget Officer I, developing and maintaining a budget program for a City department or agency. OR

    Two years of full performance level budgeting or advanced-level accounting experience planning, preparing, and maintaining departmental budgets.

Or any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included a bachelor's degree as an educational minimum.

PHYSICAL AND MEDICAL REQUIREMENTS:
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

Seniority Rating - 10%

This examination is tentatively scheduled for the week of September 14, 2009. Please note that this examination date is subject to change.

ELIGIBLE LIST
CITY-WIDE PROMOTIONAL: Departmental and interdepartmental promotional eligible lists will be established as a result of this examination. An appointment in any department may be made from either one of the above-established promotional lists as deemed appropriate by the appointing authority.
