DUTIES

  This is responsible supervisory police work involving the command of an assigned shift in a police district or a specialized police unit. Work involves responsibility for instructing and leading police officers in their work, for assigning them duties and checking their efficiency.

REQUIREMENTS

  1. Presently employed by the City of Philadelphia with permanent Civil Service status in the Police Department with a Performance Rating of Satisfactory or higher;

    AND

  2. EXPERIENCE:
    One year of permanent civil service status as a Police Sergeant;

    AND

  3. Successful completion of the Recruit Training course given by the Philadelphia Police Department.

NOTE: Candidates must meet these requirements by the date of the written examination.

LICENSE (S) REQUIRED:
Possession of a valid proper class motor vehicle operator's license issued by the Commonwealth of Pennsylvania IS REQUIRED prior to (appointment/examination) and during tenure of employment as a Police Lieutenant.

EXAMINATION COVERAGE: Subject matter in the written test will be selected from, but not necessarily restricted to the following subjects; Patrol Principles, Practices, and Procedures; Supervisory Practices, Principles and Procedures; Pennsylvania Investigative Principles, Practices and Techniques; Crowd Control Principles and Practices; Community Relations; Police Department Methods and Procedures, Planning and Analysis; and other topics as related to the position.

EXAMINATION PARTS AND WEIGHTS
Will be related to the duties of the position and will consist of the following:

Competitors must obtain a passing score in each part of the examination in order to participate in the remaining parts and obtain a final rating.

PERFORMANCE RATING
In accordance with the Arbitration Award for the Fraternal Order of Police and Civil Service Regulation 9.0232 as amended, No points will be given for performance rating on this promotional examination. Performance Report evaluations will be based on either a satisfactory or unsatisfactory overall rating. To quality for competition in a promotional examination an employee shall be required to receive a satisfactory overall rating. The performance report used for promotional examination purposes will be the one on file in the Personnel Department thirty days before the issue data of this announcement.

MILITARY LEAVE
Any candidate who intends to make a request to take the written or oral portions of the examination on a date other than the scheduled date of the test(s) because of military duty on that date must file a written request and proof of military duties (official orders) with the City of Philadelphia, Personnel Department, 1401 JFK Boulevard, Room 1640, no later than ten working days before the date of the scheduled written and/or oral test.

EDUCATIONAL PREFERENCE POINTS
Candidates who otherwise achieve eligibility for promotion to a higher rank and have successfully completed a course of study at an accredited college or university will have .50 points added to their final score if the highest degree received is an Associate’s Degree, 1.0 points added to their final score if the highest degree received is a Bachelor’s Degree, and 1.5 points added to their final score if the highest degree received is a Master’s Degree. Candidates who have successfully completed sixty (60) credits at an accredited college or university toward completion of a degree will have .50 points added to their score. To receive these points, candidates must submit an official copy of their college transcript which indicates that they have completed their degree or completed a minimum of sixty (60) credits which have been accepted toward the completion of a degree. Official transcripts must be received before the date of the exam. You will be issued a receipt as proof of submission. No Transcripts will be accepted, not will points be credited if transcripts are submitted after the date of the written examination.

TEST REVIEW
The written test for this position was developed on the basis of job analysis data to ensure that the test would be valid. The test design and development took into account both professional and legal guidelines. Because of the stringent conditions under which the test was developed, the considerable time and expense expended and the need to collect data on the written test items and preserve them for possible future use, the customary test review privileges have been eliminated. A panel of knowledgeable non-competing persons will be assembled to review the written test items after the written test has been held. This panel will have the item analysis data for each of the items and will make recommendations for any necessary changes. After the test is completed and the eligible list is established, candidates will be permitted to review their answer sheets and the final scoring key. No appeals will be entertained.

Only a departmental promotional eligible list for the Police Department will be established as a result of this examination.
