DUTIES:

This is youth custody and counseling work, at the full performance level, monitoring and supervising the activities of a group of involuntary detained youths in the City's juvenile detention facility. This class differs from the next lower level in the series in that the employee is responsible for maintaining security and counseling youths in units composed of the more violent and disruptive youths and for supervising subordinate custody employees in overseeing such units. Establishing and retaining the confidence of youths while maintaining security and discipline are significant aspects of the work. The employee in this class performs custody and guidance services for youths at the detention center. Work involves some disagreeable aspects and may require light physical effort. Work is performed under the direction of a shift supervisor.

REQUIREMENTS:

  1. Presently employed by the City of Philadelphia with permanent Civil Service status in any class in the Department of Human Services with a Performance Rating of Satisfactory or higher;
  2. and

  3. EDUCATION
    Completion of at least 60 credit hours of study at an accredited college or university which has included at least twelve semester hours in sociology, criminal justice, secondary education, or in a related field;
  4. and

  5. Completion of eighty certifiable hours of detention training that meet state regulations and the American Correctional Association standards;
  6. and

  7. GENERAL EXPERIENCE
    Six months of experience performing youth custody and counseling work as a Youth Detention Counselor Trainee;
  8. and

  9. SPECIFIC EXPERIENCE
    Eighteen months of experience performing youth custody and counseling work, as a Youth Detention Counselor 1;
  10. or

  11. Any equivalent combination of education and experience determined to be acceptable by the Personnel Department.

EXAMINATION:

Will be related to the duties of the position and will consist of the following:

ELIGIBLE LISTS:

Only a departmental promotional eligible list for the Department of Human Services will be established as a result of this examination.
