Fee Waiver Information Sheet

 

The applicant for any open competitive Civil Service examination must submit a non-refundable fee of $35 with the application. Effective on September 27, 2004

 

The application processing fee can be waived for any applicant who has submitted documentation of inability to pay the fee.

 

The documentation will include proof that the applicant is receiving public assistance or unemployment compensation from the Commonwealth of Pennsylvania, or Federal Supplemental Security Income at the time that the examination is announced. The types of Public Assistance that qualify for a fee waiver are:

·         Pennsylvania Temporary Assistance for Needy Families (TANF)

·         Pennsylvania General Assistance (GA)

·         Pennsylvania State Blind Pension

·         Unemployment Compensation

·         Federal Supplemental Security Income

Applicants must also show official photographic identification to the Personnel Department staff.

 

Fraudulent Request for Fee Waiver

Any applicant who submits a fraudulent request for a waiver of the application processing fee may be barred from competing in Civil Service examinations for two years.

 

Supplemental Application / Appeal of Disapproval of the Fee Waiver

Applicants who have had their request for a fee waiver disapproved may submit additional documentation of public assistance within ten (10) calendar days after the last date for filing applications for the examination.

 

Applicants can appeal a disapproval of a request for a fee waiver in writing to the Personnel Director.  The only basis for an appeal is an error by the Personnel Department employee who reviewed the request.

 

Rejection Of Application Submitted Without Required Fee

If a request for a waiver of an application processing fee is denied, or if the required documentation is not provided, the application will be rejected until the fee is paid.

 

Except for applicants who have had a request for a fee waiver approved, any application for an open competitive examination submitted without the application fee will be rejected. Applicants who fail to submit the application fee will be notified in writing that their application has been rejected.

 

Applicants will be permitted to re-submit the application and the required application processing fee within ten (10) calendar days after the last date for filing applications for the examination.

 

Application Re-submitted After Examination Administration

Any application re-submitted after the examination has been administered will be rejected. The application fee will be returned to the applicant.

 

Application Processing Fee Confers No Additional Rights To Applicants

Payment of an application processing fee confers no additional rights on the applicant and has no bearing on the eligibility of the applicant to compete in the examination, the score and ranking of an applicant who has been admitted to compete in an examination, and the certification or appointment of candidates.
