About

The Civil Service Commission advises the mayor and the director of human resources on personnel administration in City service. It upholds the interest of the City’s merit-based civil service system. which is vital to the public interest.

The commission:

  • Serves as an appellate tribunal for employee appeals.
  • Rules on proposed changes to the Civil Service Regulations and the Classification and Pay Plans.
  • Rules on requests for exemptions from civil service and waivers of the residency requirement.

The commission is a quasi-judicial body and spends most of its time on its appellate function. It conducts fact-finding public hearings on employee appeals. It also issues formal written decisions containing factual and legal conclusions.

New public safety report website now available

We have a new website for requesting a traffic accident report. These are also called crash reports.

In the future, you’ll be able to request police incident reports using this website.

Technical Difficulties with Online Permit System

We are experiencing technical difficulties with our online permit application system.

You can still apply for a permit in person by coming to Parks & Rec special events office at the Winter Street Building, 2130 Winter Street, between 9am-3pm. Please use the rear entrance. Limited parking is available in the rear parking lot along the Spring Street side.

Picnic permit information is available online.

Periodic Certification of Fire Protection Systems Due May 31st

In an ongoing commitment to safety and compliance the City of Philadelphia, Department of Licenses and Inspections reminds property owners with fire protection systems that some inspection certifications are due. 

Property owners should receive a notice of fire protection inspection certification in the mail with more information.
