What is PhillyStat? PhillyStat is the City of Philadelphia's performance management program. During PhillyStat meetings, City leaders review departmental performance metrics and progress toward the Mayor's strategic goals.
What is Performance Management? Performance Management is a system of monitoring and managing an organization's performance. Good systems help create a culture of continuous improvement and achieve operational excellence.
What are the key features of the new PhillyStat? Two types of PhillyStat meetings exist. The first is "PhillyStat Outcomes," a high-level review of the Mayor's goals and outcomes. The second is "PhillyStat Ops," an operational review of one department or agency, where performance targets are assessed in five key areas- operations, human resources, finance and budget, technology, and customer service within the individual department.
Who chairs and presents at PhillyStat meetings? At PhillyStat Outcomes, the Mayor or his Chief of Staff chairs while one or more Core Team member presents. The City's Core Team is comprised of the City Solicitor, the Finance Director, the Managing Director, and the Deputy Mayors.
At PhillyStat Ops meetings, the Managing Director or relevant Core Team member chairs the meeting while a department head and the department senior team presents. Currently all administrative departments overseen by the Managing Director, Pensions, and Licenses & Inspections are participating in PhillyStat Ops. More departments will be brought in as the program develops.
When are PhillyStat meetings held? Both PhillyStat Outcomes and PhillyStat Ops meet quarterly.
Why have a program like PhillyStat? PhillyStat assesses the operational performance of its departments, promotes a culture of continuous improvement, and strives to accomplish goals by encouraging coordination and collaboration across departments.
Why redesign PhillyStat? PhillyStat Outcomes add a new dimension to the original PhillyStat model by bringing City leadership together to set and track high-level performance goals around ties directly to the Mayor's broad goals. This ensures departmental initiatives are aligned to high-level goals for clear alignment oversight and decision-making.
PhillyStat Ops expand the previous PhillyStat meeting format to include five key performance areas for each department to ensure the overall peak performance of the department. In an effort to facilitate problem-solving, the new PhillyStat meetings are also staffed with a multidisciplinary team of leaders from these five areas who can identify and share best practices, while also helping to resolve issues identified during these meetings.

Goal 4: Philadelphia becomes the greenest and most sustainable city in America. Our water and air are cleaner. We use less energy.
Goal 5: Philadelphia government works efficiently and effectively, with integrity and responsiveness. Our government has integrity. Our government works efficiently and effectively. Our government is responsive.
