Surveillance Contractor

 

 

The OIG seeks proposals from qualified applicants to enter into up to five (5) surveillance contracts with the City. Contractors will primarily perform surveillances of City employees in order to enforce the City's residency requirement.

However, the selected applicants may also be requested to confidentially monitor the activities of City employees, individuals, and organizations conducting business with the City that are suspected of participating in other forms of prohibited conduct.

The selected applicants will be expected to provide requested services on an on-call, as-needed basis. Parties interested in applying must meet the following minimum requirements:
  • The applicant and/or applicant's employees who will be assigned to perform the work must possess a minimum of five years experience in surveillances, confidential investigations, and the performance of other forms of activities standard in the industry of private investigations;
  • The applicant must have a valid Private Detective License;
  • The applicant must possess a valid driver's license, registered vehicles and professional equipment such as digital cameras, necessary to conduct effective and thorough surveillances; and,
  • The applicant and all employees of the applicant must not have a criminal record. (Criminal background checks for all personnel employed by the applicant will be performed.)

The OIG will hold an Optional Pre-Proposal Conference on June 3, 2011 at 10:00 a.m. at The Curtis Center, 601 Walnut Street, Suite 300 East, Philadelphia, PA 19106. Proposals must be received no later than 5:00 p.m. (eastern standard time) on June 14, 2011.
