Consolidated Plan
Each year HUD awards the City entitlement funding under the Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) programs. These programs limit activities to those benefiting low- and moderate-income persons. CDBG funds support a broad range of affordable housing, economic and community development activities. HOME funds are limited to housing development and rental assistance. The City’s annual Consolidated Plan is the application to HUD for CDBG and HOME funds as well as Housing Opportunities for Persons With AIDS (HOPWA) and Emergency Shelter Grant funds.

Through the Consolidated Plan process, OHCD allocates CDBG, HOME and HOPWA funds to subsidize the development of affordable home-ownership and rental housing for low- and moderate-income persons. Projects include the rehabilitation of existing properties (e.g. HRP) and new construction. CDBG- and HOME-funded housing developments can be carried out by for-profit and non-profit developers. Rental development is usually financed in conjunction with the Low Income Housing Tax Credits (LIHTC) administered by the Pennsylvania Housing Finance Agency (PHFA). Housing for persons with special needs (the mentally ill, persons in recovery, persons with HIV/AIDS, the homeless, disabled persons) usually are financed in conjunction with McKinney Homeless funds and/or the LIHTC. Homeownership housing developments may leverage additional resources through the Federal Home Loan Bank and PHFA’s Homeownership Choice program. Homebuyers or tenants in CDBG- or HOME-funded developments must meet certain income guidelines.
