Terry M. Phillis has provided executive leadership in technology-driven organizations for over 25 years. He has a vast knowledge of strategic planning and tactical resolution partnered with sales and information technology (IT) functions. His charge is to successfully manage technical and mechanical operations, set direction, build trust, and lead individuals to achieve both organizational and personal goals.
Mr. Phillis specializes in building consensus between individuals, groups and organizations with diverse strategies and opinions. This method allows new technologies and procedures to be implemented and approached with a team effort and a can-do attitude. He is a proven problem solver who determines the root cause and generates a creative and effective solution.
As CIO of the City of Philadelphia, Terry M. Phillis is responsible for the direction of every facet of Philadelphia’s information technology infrastructure and telecommunication operations. He oversees the delivery of reliable, dependable, stable and available IT capabilities to over 14,000 employees who serve a city of appx.1.5 million citizens. Information Technology is constantly changing. Mr. Phillis adapts to these changes by training staff and remaining open to new processes and opportunities. Since 2006, he has hired a Chief Information Security Officer and established an Information Security office that sets policy regarding protection of IT infrastructure with appropriate monitoring and enforcement of the city’s data. Mr. Phillis oversees all development and support functions involving core IT services to the city as well as project management organization. He has expanded the Project Management Office, software development, the Geographic Information Systems group and enterprise architecture in order to better support City needs and IT initiatives.
Prior to Philadelphia, Mr. Phillis grew up in the Telcom industry of Cleveland Ohio, Chicago Illinois and Tampa Florida. He also worked as an IT executive consultant specializing in operational support services, point-of-sales, customer services, warehousing and accounting including collections. At Connecticut Telephone, he was the Chief Information Officer.
