The Community Enagement Unit is one of MOCS' oldest programs. It empowers communities by providing linkages to resources and services.
The Community Engagement Unit (CEU) of MOCS provides a diversity of services ranging from assistance with LIHEAP, PACE, employment applications, housing referrals, financial management, and mortgage foreclosure and voter registration to low-income residents. The Unit also helps to organize neighborhoods by identifying and recruiting individuals to become volunteers, block captains and neighborhood advocates to ensure that Philadelphia's low income individuals feel empowered to take ownership and responsibility for their communities. In cases where individuals are unable to advocate for themselves, qualified staff will act as their "voice" providing with the skills, support, and resources to take on issues important to low-income individuals, their families and the community.
In addition, Community Engagement Unit partners with a variety of community and faith based organizations, neighborhood advisory counsels, community development corporations, municipal departments, public officials, for and nonprofits and volunteers to provide a series of development and leadership programs.
Family Services provided are:
- Board of City Trust Grant
- Customer Responsibility Program (CRP) with Philadelphia Gas Works
- Customer Assistance Program (CAP) PECO
- Earned Income Tax Credit (EITC) IRS tax preparation
- Economic Stimulus Rebate Property Tax/Rent Rebate
- Customer referrals for rental assistance, food, furniture and clothing
