In addition, this system combines employees (as individuals/customers of city services and members of a department/agency) along with external customer input, to improve the quality, transparency, accountability and organizational effectiveness in the accomplishing set goals.

PhillyStat is a performance management tool used by Mayor Nutter to run the City of Philadelphia's operations and deliver services according to the following guiding principles:

PhillyStat sessions are regular meetings consisting of the Managing Director, the Finance Director, Budget Director, the relevant Deputy Mayor(s), representatives from the City Solicitor's Office and the Department of Personnel and the City agencies with a focus on data-driven, real-time problem solving.

The Office of the Managing Director launched Global Philadelphia, in 2003, to unify the City's efforts to strengthen the relationship between diverse linguistic communities and the City by improving Philadelphia's language accessibility. Global Philadelphia's primary focus is the building of sustainable infrastructure within and across departments to ensure meaningful access to City services for all Philadelphians, including individuals with limited English proficiency.
