J. Barry Davis Chief Deputy City Solicitor Regulatory Affairs Unit In a wide variety of federal, state, and local regulatory matters, the Regulatory Affairs Unit counsels and represents numerous City officials, including the Directors of Commerce, Aviation, Strategic Planning, Air Management Services, Emergency Management Services, Transit Programs, and Energy Policy; the Water, Streets, Gas, and Health Commissioners; the Executive Director of the Municipal Energy Office; and the Manager of Brownfields Development. The Unit also counsels the advises the City concerning SEPTA and the Philadelphia Gas Works (PGW); and works closely with other Law Department attorneys in a variety of matters.
Unit matters range from environmental cleanups and economic development to long-term agreements with railroads and landfill operators, from airport expansion and airline bankruptcies to public utility regulation and protection of the City's sewer and water treatment capacity, from environmental litigation (both as plaintiff and as defendant) and school water quality to airport leases and concession agreements and air transportation security.
Barry Davis has been a Law Department attorney since 1991. He has served in the Regulatory Affairs unit since its inception and his prior positions include Divisional Deputy for Water Law. Prior to joining the Law Department, Barry was the executive director of a energy conservation foundation. He is a 1991 graduate of Temple University School of Law and has an M.S. in Urban Affairs from Hunter College. Barry is a past president in the Delaware Valley Environmental Inn of Court and is active in the Philadelphia Bar Association's Environmental Law Committee. He is a board member and past-president of the Roxborough Development Corporation.
