Michael R. Resnick

Chief Legal Counsel for Public Safety

 

A Philadelphia native, Michael Resnick graduated from Drexel University with a Bachelor of Science Degree in Business Administration in 1988.   Mr. Resnick earned his Law Degree from Widener University School of Law in 1991. 

 

 Mr. Resnick spent 11 years in the Law Department's Litigation group where he served as a trial attorney in the Claims Division and then as a supervisory attorney in the  Civil Rights Units.  In 2003 he left the Law Department to serve as General Counsel for the Philadelphia Prison System.  In that capacity, Mr. Resnick was responsible for minimizing costly litigation, ensuring that the Prison System operated in adherence to the U.S. Constitution and other legal requirements, advising the Commissioner and Executive Staff on legal matters, serving as the Prison System's liaison with the Law Department, coordinating the Prison System's activities with respect to pre-suit claims and active litigation and training Prison System staff on legal issues in Corrections.  In 2005 Mr. Resnick became Chief of Staff and Director of Legal Affairs of the Philadelphia Prison System.  In addition to having responsibility for the Office of Legal Affairs, he was now responsible for overseeing the Prison System's Training Bureau, Policy and Audit Division, the Office of Professional Compliance, the Office of Community Justice and Outreach, Contract Administration, Public Information, Special Investigations, C.O.R.E.S.T.A.R. and the Honor Guard.

 

In 2008, after 5 years at the Philadelphia Prison System, Mr. Resnick returned to the Law Department where he will serve as Chief Legal Counsel for Public Safety and will provide legal advice and guidance to the Deputy Mayor for Public Safety, the Police Department, the Prison System and the other Public Safety Divisions.  Mr. Resnick  will also participate on the Criminal Justice Advisory Board and work with Police and Prisons to develop recommendations for decreasing criminal activity, prison overcrowding and litigation against the City.  Mr. Resnick is assigned to the Civil Rights Unit where he will work on senior level cases and assist with the management of the Civil Rights workload.
