Mission The Office of the Clerk of the Orphans' Court provides three main services. We accept and process filings for the Orphans' Court Division of the Court of Common Pleas. We operate the Marriage License Bureau. And we maintain records of all Orphans' Court matters and marriage licenses.
The office is open Monday through Friday from 8:30 a.m. to 4:30 p.m. (except on holidays). Additionally, the Marriage License Bureau is open to take applications for new marriage licenses on Wednesdays until 7:30 p.m.
The term "Orphans' Court" is a misnomer, since the court has jurisdiction over most matters of estate administration, including the estates of decedents, trusts, minors and incapacitated persons. All filings are made in City Hall, room 415.
The Marriage License Bureau issues marriage licenses, which may be used anywhere in the Commonwealth of Pennsylvania. To apply for a marriage license, a couple must appear together in room 413 of City Hall. They must each be at least eighteen years old and have a valid photo I.D. and an original Social Security card. Non-citizens must present proof of legal entry into the United States. Blood tests are not needed. The marriage license is issued in three days and is valid for sixty days thereafter. Please call for more information if you are a minor or were previously married.
Our records department maintains marriage licenses, back to October 1885, and all Orphans' Court records.
