The Mayor’s Office of Community Empowerment and Opportunity (CEO) works to combat poverty in the City of Philadelphia, help low-income residents realize economic security and move into the middle class. The mission of CEO is the creation, development, implementation and measurement of strategic efforts to address the effects of poverty on the fabric of life in Philadelphia.

Department of Behavioral Health and Intellectual disAbility Services (DBHIDS)

The Department of Behavioral Health and Intellectual disAbility Services supports people in an environment of recovery, with a focus on prevention, wellness, and self-determination in order to attain the highest quality of life possible. Core services include the following: substance abuse treatment and prevention; mental health treatment and supportive services for children and adults; and supportive services for children and adults with intellectual disabilities.

Department of Human Services (DHS)

The Department of Human Services provides and promotes safety and permanency for children and youth at risk of abuse, neglect and delinquency. Core services include the following: investigation of all reports of child abuse and neglect; foster care; youth detention; in-home services; supportive services for at-risk families; adoption; and delinquency court and community services.

Office of Homeless Services

The mission of the Office of Homeless Services is to plan and coordinate Philadelphia’s response to homelessness. OHS provides and supports a network of emergency shelters and transitional housing and refers families, couples, and single individuals to available housing resources. OHS also serves as the local lead agency for the federal Continuum of Care Homeless Assistance Program, in addition to managing the Riverview Home for the Aged, a state-licensed Personal Care Home that provides housing to low income elderly and disabled persons.

Philadelphia Department of Health (PDPH)

The Philadelphia Department of Public Health protects and promotes the health of all Philadelphians. Core services include the following: prevention and treatment of HIV disease and AIDS; communicable disease prevention and treatment; food safety; environmental health; clinical health services; air quality control; inspection of public and private institutions; death reviews; and prevention, diagnosis, and treatment of tuberculosis.
