DEPARTMENT OF PUBLIC HEALTH
Institutional Review Board (IRB)

Philadelphia Department of Public Health (PDPH) has a long history of participating in
research to improve services and care for the good of the public. As required by
Department policy, medical ethics and Federal Regulations, all research that involves
human subjects must be reviewed by an Institutional Review Board (IRB) prior to
implementation and on an ongoing basis. All HHS Research Grants or research involving
human subjects receiving care directly from or funded by/through the Philadelphia
Department of Public Health, Philadelphia Office of Behavioral Health/Mental Retardation
Services or Philadelphia Department of Finance, Office of Risk Management, or information
from the Medical Examiners Office, must be submitted to the IRB for review. The IRB will
make determinations of what projects are exempt from review.

Health Commissioner's Office (HCO) Review Committee.
