Facility Compliance and Enforcement

The Facility Compliance unit inspects, evaluates, and responds to calls regarding industrial or commercial facilities emitting odors, smoking stacks, etc.  All regulated facilities must submit routine required reports and are subject to periodic inspections.  When there are problems needing correction, AMS works with the facility to achieve compliance with the Regulations.  In cases where there are serious pollution issues or issues are not being addressed by the facility, AMS will initiate enforcement procedures, including fines and referrals for legal action.  Air pollution concerns should be directed to:  215-685-7580

Noise and Vibration Regulations are also implemented by AMS. In the event of a complaint, AMS personnel will investigate the problem and seek corrective actions where needed. Asbestos Control

The Asbestos Control Unit enforces the
local asbestos control program, including requirements for renovation, demolition and asbestos project workplace standards.  It assures compliance with Federal Regulations.  It also enforces the Pennsylvania certification requirements for asbestos workers and supervisors.  The unit licenses asbestos contractors, certifies asbestos analytical laboratories, project inspectors and investigators, and issues permits for major asbestos projects.

                                                                                                                                          Permits and Plan Approvals

The Source Registration Unit is responsible for plan approvals (installation permits) and operating permits (licenses).  Plan approvals for installation of new equipment or modifications to existing equipment are issued utilizing appropriate federal, state, or local requirements.  The largest air pollution sources in Philadelphia require operating permits.  (As of March 2001, there were 147 of these sources in the city, down from 159 in June 2000.)  These permits and their modifications require public notice and input.  When input warrants it, public hearings are scheduled prior to the issuance of the permits.  Continuous emission monitoring (CEM) and stack testing also fall within this section.

Program Services

The Program Services Unit of Air Management Services is responsible for providing services to AMS and the public.  It provides an organized method of outreach, targeting information for schools, health care, environmental, and other community groups.  It provides specialized internal support services, including air quality modeling, data analysis, interpretation and presentation.  It coordinates cross cutting projects and works in collaboration with other City, State, Federal and consortium agencies.
