Quick Reference Guide for Building Owners Building owners should note that they have certain responsibilities under the regulations. Failure to comply with the regulations could result in violations and penalties.
Major Projects: All major projects must have a permit issued by the Department of Licenses and Inspections. All permit applications must be submitted to AMS 10 calendar days before starting and include the standard notification forms.
Notifications: The Environmental Protection Agency (EPA) and the City regulations require written notification when demolishing buildings or engaging in renovations that involve asbestos containing materials. This notification is the responsibility of both the building owner and the contractor. In general, EPA notification is not required when the facility involved is a private residence or apartment building with 4 units or less.
APIs: Building owners are responsible for hiring only APIs who have been certified and licensed by the City and who are independent of the abatement contractor. All air monitoring requirements of the regulations, including pretest, project and clearance sampling will be enforced. The API is responsible for project monitoring including performing final clearance.
Qualified Contractors: Building owners must hire only licensed contractors in order to avoid receiving violations. The contractor shall employ qualified workers and supervisors who are currently certified by the Department of Labor and Industry.

Asbestos Inspections and Reports: Department of Licenses and Inspections permit applications for the partial or complete demolition of a building and projects that propose alterations in excess of $50,000 will not be approved unless an Asbestos Inspection Report is attached. The report must be prepared by a City licensed Asbestos Investigator.
Notification to Building Occupants: The building owner is required to notify building occupants 10 calendar days prior to the start of major and minor projects.
