Notification and Permit Requirements Asbestos Abatement & Demolotion Projects Major Projects: All major projects (80 sq. ft. or 40 lin. ft. or more) must have a permit approved and issued by the Department of Public Health. All permit applications must be submitted 10 calendar days before the proposed start date and include the appropriate fees and the standard notification form.
Send 3 copies of the notification and 2 copies of the permit application to:

Minor Projects: All minor projects (more than 12 sq. ft. but less than 80sq. ft. and more than or equal to 3 lin. ft but less than 40 lin. ft.) must have a completed notification received 5 calendar days before the proposed start date and mailed to the Air Management Services address listed above.
(*-NESHAP projects require 10 working days
All Other Projects: Notification to the Department of Labor and Industry is required for ALL friable and non-friable projects of any size. The notification address to be used for all City of Philadelphia projects is listed above.
Note: Air Management Services will forward all City of Philadelphia notifications to the appropriate State of Pennsylvania agency.
Notification to EPA: In addition, notification must be submitted to the EPA for renovation projects regulated under the asbestos NESHAP and for all demolition projects.

All Demolition Projects, except residential, require notification 10 days in advance even if no asbestos is present. Submittal of a completed permit application is required 10 calendar days in advance for projects where asbestos is present in amounts that meet or exceed the requirements of a major project.
Imminently Dangerous: Notification and completed permits (if applicable) must be submitted no later than the day after the Department of Licenses and Inspections designates a building as imminently dangerous and awards the contract for demolition. If the building cannot be inspected for Asbestos Containing Materials then an Asbestos Investigator is required to be on site during the entire demolition.

Department of Licenses and Inspections Permit Applications: Permit applications for the partial or complete demolition of a building and projects that propose alterations in excess of $50,000 will not be approved unless an Asbestos Inspection Report is attached. This does not apply to buildings constructed after December 31, 1980 or any residence with 3 dwelling units or less. The purpose of this requirement is to prevent the unknowing disturbance of asbestos containing material. The report must be prepared by a licensed Asbestos Investigator. (Note: Although renovation projects that are under $50,000. are exempted from this Asbestos Inspection Report submission requirement EPA and/or OSHA regulations may require similar Asbestos Inspections prior to the start of the project.) |
