Facility Types:

Facilities are defined by their potential to emit pollutants, which is the most they can emit when operating at maximum capacity without violating any regulations or permit limitations.


Major (Title V) facility:

- Has the potential to emit any one of the following in a 12-month period:
100 tons of particulate matter less than 10 microns (PM10),
100 tons of sulfur oxides (SOx),
100 tons of carbon monoxide (CO),
25 tons of volatile organic compounds (VOC),
25 tons of nitrogen oxides (NOx),
25 tons of combined hazardous air pollutants (HAPs), or
10 tons of a single HAP.

Synthetic Minor Facility:


- Has the physical potential to emit one or more of the major source thresholds listed above in a 12-month period but agrees to accept one or more Federally-enforceable emission limitations below these levels.

Natural Minor Facility:

- Does not have the physical potential to emit any one of the major source thresholds listed above in a 12-month period.

De Minimis Facility:

Does not have the potential to emit any one of the following:
20 tons of CO,
10 tons of NOx,
8 tons of VOC,
3 tons of PM10,
2.5 tons of combined HAPs, or
1 ton of a single HAP.

Pre-Construction Permits:

Required prior to the construction, installation, alteration or replacement of any equipment or device causing the emission of air contaminants or the elimination, reduction, or control of the emission of air contaminants. Guidance on the types of processes that need pre-construction permits can be found in this link.


Forms:


Plan Approvals, Instructions for form 
- Used for proposed installations at major or minor facilities.


Installation Permits:


- Used for proposed installations at de minimis facilities or for installations that are exempt from plan approval requirements (25 PA Code 127.14) but meet the installation permit requirements of the Air Management Code. Select the installation permit form and instructions for processes or for air cleaning or control devices.


- Construction Permit application for boilers, warm air furnaces, and hot water heaters: The $95.00 application can be used for boilers, warm air furnaces, and hot water heaters that use natural gas or #2 oil if their capacities are less than 10 million BTU/hr heat input.  It can also be used if those pieces of equipment burn residual oil as long as their capacities are less than 2 million BTU/hr heat input.


General Plan Approval and Operating Permits:

- Used for specific processes with standard characteristics. May be used instead of plan approvals for processes meeting the specified characteristics of the general permit. A general permit approval does not require public notice and the application forms are usually easier to complete than plan approval application forms. To date, general permits have been developed for the following processes:

Air Pollution Control Act Compliance Review Form:

This form summarizes the compliance history of the facility and any related parties in the Commonwealth of Pennsylvania. A compliance review form must be submitted along with any plan approval, operating permit, or general permit application unless the compliance review form is submitted biannually.
