Funding for Major Services

HIV/AIDS services provided through AACO have an annual budget of over $45 million, the vast majority of which is federal funding. Additional services are also provided and paid for through the City's Health Centers, through CODAAP, OMH/MR, and CBH, as well as through individuals' private and public insurance.

In 2008 AACO has received and allocated the following to provide HIV care services:

Ryan White Part A (formerly Title I)  $19,957,595
Ryan White Part B (formerly Title II) 3,693,797
Minority AIDS Initiative 1,682,127
PA AIDS Personal Services 600,000

These funds are appropriated by Congress and awarded to Philadelphia through a competitive process. These federal funds cover a nine-county service area in southeastern PA and southern NJ.

In 2008 AACO has received and allocated the following to provide HIV prevention services:

Philadelphia is one of only six cities across the country that is directly funded by the CDC for HIV prevention.  We have also worked with concerned legislators in Harrisburg to increase the overall amount of testing funds available for the community.  With leadership from Sen. Vincent Hughes, we are one of the few municipalities that is seeing funding for HIV/AIDS services expand.

AACO also receives over $4 million in City general funds that are used to fill gaps in HIV/AIDS care, prevention and surveillance services for the City.
