Chair
Charisse R. Lillie, Esquire

Charisse R. Lillie joined Comcast in 2005 as Vice President, Human Resources for Comcast Corporation, and Senior Vice-President, Human Resources of Comcast Cable Communications. Prior to joining Comcast, Ms. Lillie was a partner in the law firm of Ballard Spahr Andrews & Ingersoll, LLP, in Philadelphia since, 1992. She also served as Chair of the Litigation Department at Ballard Spahr from 2002 - 2005. Ms. Lillie is Co-Chair of the Racial Bias in the Justice System Committee of the Philadelphia Bar Association, as well as Chair of the City of Philadelphia Board of Ethics. She is the former Chair of the Board of the Federal Reserve Bank of Philadelphia. Ms. Lillie is the recipient of numerous honors, including the 2005 Learned Hand Award from the Philadelphia Chapter of the American Jewish Committee, the Pennsylvania Bar Association's 2003 Anne X. Alpern Award, the Thurgood Marshall Scholarship Fund Awards of Excellence Honoree, and the 2002 Women of Distinction Award from the Philadelphia Business Journal. The Houston, Texas native received her B.A. in 1973 from Wesleyan University - cum laude; her J.D. in 1976 from Temple Law School - Dean's Honor List; and her LL.M. in 1982 from Yale Law School.


Vice Chair
Daniel McElhatton, Esquire

Daniel P. McElhatton, Esquire is a shareholder at the law firm of Christie, Pabarue, Mortensen & Young, P.C. A native Philadelphian, Mr. McElhatton received his Bachelor of Arts in Political Science from Villanova University in 1971, and his Juris Doctorate from Temple University School of Law in 1974. Mr. McElhatton began his distinguished career as a Judicial Law Clerk for the Honorable Joseph L. McGlynn, Jr. of the United States District Court for the Eastern District of Pennsylvania. He then served for over five years as an Assistant District Attorney for the Philadelphia District Attorney’s Office, where he tried in excess of 100 jury trials and numerous appeals in both the Superior and Supreme Courts of Pennsylvania. Mr. McElhatton’s practice has concentrated on trial work. He has represented several public entities in civil rights and wrongful death cases, and has significant jury trial experience in such matters as age and sex discrimination, ERISA, breach of contract and personal injury. Besides his litigation work, Mr. McElhatton heads an active real estate department. He has represented developers in appeals to both the Zoning Board and to the Court of Common Pleas. Mr. McElhatton has also taught a real estate course at a local Pennsylvania college. Mr. McElhatton is admitted to practice in Pennsylvania and New Jersey, and was admitted pro hac vice in Florida. He is admitted to the United States District Court for the Eastern District of Pennsylvania, the United States District Court for the Middle District of Pennsylvania, the United States Court of Appeal for the Third Circuit, and the United States Supreme Court.


Board Members
Romulo Diaz, Jr., Esquire

Romulo L. Diaz, JR. serves as the City Solicitor of Philadelphia, following appointment by Mayor John F. Street and unanimous confirmation by City Council on June 16, 2005. The City Solicitor is the City of Philadelphia’s chief legal officer, the head of the City’s Law Department, and a member of the Mayor’s Cabinet. Prior to his appointment, Mr. Diaz was Chair of the Commercial and Regulatory Law Group of the City’s Law Department, which he joined in March 2002. He previously held numerous legal, management and policy positions at increasing levels of trust and responsibility in the federal government, including assistant administrator for management at the U.S. Environmental Protection Agency, and Deputy Chief of Staff and Counselor to the Secretary of Energy. He received the Secretary of Energy’s Gold Award for coordinating the Department of Energy’s reform efforts that streamlined the Department’s regulations and paperwork burden. He chaired several international groups, including NATO’s Petroleum Planning Committee from 1992-1995 during a major realignment of the North Atlantic Alliance. Mr. Diaz received his J.D. from the University of Texas School of Law and B.A. from the University of Texas at Austin. He is licensed to practice in Pennsylvania, New Jersey, the District of Columbia and Texas. He is a Charter Fellow of the Federal Bar Association; Treasurer of the Hispanic Bar Association of Pennsylvania; and a Director of Servicemembers Legal Defense Network, the Sapphire Fund and the Pan American Association of Philadelphia.


Executive Director
J. Shane Creamer, Jr., Esquire

Shane Creamer became the Executive Director to the Philadelphia Board of Ethics in May of 2005. The Board of Ethics was reconstituted by Executive Order on August 12, 2004. The Executive Order gave the Board clear responsibilities and authorized the Board to hire staff, including an Executive Director, to assist the Board in fulfilling its new mission of helping city officials and employees foster integrity and trust in public service. Previously, Mr. Creamer served as Assistant Secretary of Education and Assistant Managing Director for the City of Philadelphia. Prior to that, he was a partner in the litigation department at Duane, Morris & Heckscher. A Philadelphia native, Mr. Creamer is a graduate of Gettysburg College and Villanova University School of Law.


General Counsel
Evan Meyer, Esquire

Evan Meyer is the General Counsel to the Ethics Board. He holds a B.A. from Kent State University and an M.A. in English from Temple University. After receiving his J.D. in 1985 from Temple, where he was an editor of the law review, Mr. Meyer served for two years as the administrative law clerk for the Hon. Phyllis W. Beck of the Superior Court and then joined the Law Department in September 1987. Evan has served as counsel to the City’s Board of Ethics since 1989. He advises City officials and employees on the ethics laws, drafts opinions for the Board of Ethics, and conducted numerous trainings for City employees and supervisors.
