Grand Jury
Investigation into Government Fraud
The Philadelphia District Attorney's Office announced that arrest warrants have been issued for eighteen individuals based upon a Grand Jury Presentment stemming from the theft of over $500,000 from the Commonwealth of Pennsylvania Department of Public Welfare through its LIHEAP and Crisis program. All but two of these individuals were State or City employees.

Each year the United States Government gives Pennsylvania more than $120 million to assist its low-income residents with their heating bills. Between September 2003 and May 2007, a small group of state and city of Philadelphia employees stole almost $500,000 - most of it in just two heating seasons.

Arrest warrants have been issued charging these individuals with numerous counts of welfare fraud, criminal conspiracy, theft by unlawful taking or disposition, theft by deception, forgery, identity theft, bribery, tampering with public records/identification and the unlawful use of computer.
