City of Philadelphia & Philadelphia Housing Authority, Draft 2016 Assessment of Fair Housing

Notice of Public Comment Period and Public Hearings

The City of Philadelphia’s Division of Housing and Community Development (DHCD) and the Philadelphia Housing Authority (PHA) are requesting comments and conducting public hearings on the Draft 2016 Assessment of Fair Housing prior to its submission to the US Department of Housing and Urban Development (HUD).  The public comment period begins on October 27, 2016 at 12 noon and ends on December 12, 2016 at 12 noon.  Two public hearings will be conducted during the public comment period as described below.   Comments must be received, either in writing or orally at the public hearings, by the close of the public comment period.

In 2015, HUD published a final rule on Affirmatively Furthering Fair Housing (AFFH). The purpose of the AFFH Rule is to ensure meaningful action is taken to combat discrimination, overcome patterns of segregation, and foster inclusive communities free from barriers that restrict access to opportunity based on protected characteristics.  The AFFH Rule requires the City and PHA to prepare and submit to HUD an Assessment of Fair Housing.

DHCD and PHA have entered into a collaborative agreement to develop the Assessment of Fair Housing for which public comments are now being solicited.  The 2016 Assessment of Fair Housing is available for review and download at:  www.phila.gov/dhcd and www.pha.phila.gov

Copies will also be made available for review in the offices of DHCD, in the Central, South Philadelphia, Northwest Regional, Northeast Regional, and West Regional Branches of the Free Library of Philadelphia and at the PHA offices listed below:

DHCD will conduct a public hearing at the accessible location.  Sign language interpretation will be available at the DHCD hearing. Requests for specific times will be honored on a first-come, first serve basis.
