The City of Philadelphia Department of Behavioral Health/Mental Retardation
Services (DBH/MRS) in partnership with many key stakeholders including
recovering persons, service providers and the State Office of Mental
Health and Substance Abuse Services (OMHSAS), is seeking to transform
existing day services into an array of recovery options that integrate
or closely coordinate treatment and rehabilitation.
The result will be a system largely comprised of flexible mobile and
site-based, treatment and rehabilitation services that enable people
to pursue and achieve their desires related to a broad spectrum of life
domains (employment, housing, education, socialization, recreation,
spirituality, etc.). The ultimate goal is a system of day programs that
have a vibrant peer culture where people in recovery support one another
and where certified peer specialists are employed as key members of
the team. These programs will include the family members identified
by the person as important in his/her life as part of the support team.
Life in the community, built around the person’s hopes and dreams,
will be the goal of all services.
