Created under the Pennsylvania Mental Health and Mental Retardation Act of 1966, Philadelphia Mental Retardation Services (MRS) is responsible for planning, administering, monitoring and coordinating services for people with mental retardation. In fiscal year 2004, through contract agencies, we provided services for 12,000 individuals and their families through an annual expenditure of $260 million dollars. These services are reimbursed primarily through a state and federal program known as the Medicaid Waiver and through a smaller state grants program that requires a local match.
