Richard Tustin is a Registered Architect with the Commonwealth of Pennsylvania, with over 30 years of experience in the Architectural/Engineering Profession.
In September 2000 he was appointed by the Street Administration as Director of the Capital Program Office (CPO). Tustin is responsible for the overall, management and approval of project budgets and Schedules for fourteen City agencies totaling more than 300 projects and $500 million in design and construction funding. The office consists of two district divisions.
The Project Management Division consists of a Divisional Deputy who manages four multi-disciplinary teams and three Special Project Teams of Project Directors, Managers, Architects, Engineers, Construction Inspectors, Technicians and support staff. The Budget Management Division consists of a Divisional Deputy who manages the Budget Analysts, Contract Administrators, IT Managers and Human Resource Personnel. In all, a total of almost 90 professional employees.
Under Mr.Tustin's guidance, CPO has been able to develop new policies and procedures which have led to reductions in consultant's fees, production of better design documents through
in-house review and value engineering, and a better control of construction costs
Mr. Tustin served as CPO's Deputy Director for Project Management for four years and, previous to that, eight years as Director of Facility Planning for the Department of Public Property. While in Public Property his responsibilities included master planning, site assessments, budgeting, consultant selections and project management for over 1.5 million square feet of city office space, court, police and prison facilities.
Finally, he also served as project architect/manager for the A/E Division of the Department of Public Property and the Philadelphia Water Department, working on a variety of municipal and industrial buildings. Mr. Tustin began his career with two years in private practice working as an architect for William A. Ciotti, Architect.
